As Chairperson of the Evaluation Committee ("Committee") for the above services for the City of
Miami, it is my responsibility to offer the findings and recommendation of the Committee.
The City issued RFP 244233 for Medical Stop Loss Insurance Services on September 20, 2010 and
one (1) Proposal, from Connecticut General Life Insurance Company (CIGNA), was received
October 15, 2010. The Evaluation Committee ("Committee"), appointed by the City Manager, met
on October 27, 2010, and was comprised of the following individuals:
1. Richard Leonard, Sr. Vice President, USI Insurance Services -Employee Benefits
2. Angella Breadwood, Claims Manager, City of Miami Department of Risk Management
(Chair)
3. Jeff Weiner, CEO MDW Insurance Group
Following discussion, evaluation and deliberation of the one proposal received, the Committee
recommended Connecticut General Life Insurance Company (CIGNA) provide Medical Stop Loss
Insurance Services.
In addition, the Committee has recommended that contract negotiations focus on more favorable
terms for the City in regards to the Performance Guarantee and to the Financial Proposal categories
of the proposal.
Upon successful contract negotiations, the recommendation from the City Manager to the City
Commission seeking permission to authorize and execute the professional services agreement will
be presented at the next available meeting.
