HomeMy WebLinkAboutR-10-0555City of Miami Legislation Resolution: R-10-0555 City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com File Number: 10-01333 Final Action Date: 12/16/2010 A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S), ACCEPTING THE RECOMMENDATION OF THE CITY MANAGER APPROVING THE FINDINGS OF THE EVALUATION COMMITTEE, PURSUANT TO REQUEST FOR PROPOSALS ("RFP") NO. 244233, THAT CONNECTICUT GENERAL LIFE INSURANCE COMPANY ("CIGNA") BE AWARDED THE CONTRACT FOR THE PROVISION OF MEDICAL STOP LOSS INSURANCE SERVICES, FOR THE DEPARTMENT OF RISK MANAGEMENT; AUTHORIZING THE CITY MANAGER, AFTER CONSULTATION WITH THE CITY ATTORNEY, TO NEGOTIATEA PROFESSIONAL SERVICES AGREEMENT ("PSA"), IN SUBSTANTIALLY THE ATTACHED FORM, WITH CIGNA, FORA PERIOD OF ONE (1) YEAR, WITH OPTIONS TO RENEW FOR FOUR (4) ADDITIONAL ONE-YEAR PERIODS; ALLOCATING FUNDS FROM THE VARIOUS SOURCES OF FUNDS OF THE USER DEPARTMENT, SUBJECT TO THE AVAILABILITY OF FUNDS AND BUDGETARY APPROVAL; SAID PSA SHALL BE BROUGHT TO THE CITY COMMISSION FOR REVIEW AND APPROVAL PRIOR TO FINAL EXECUTION BY THE CITY MANAGER. WHEREAS, on September 20, 2010, Request for Proposals ("RFP") No. 244233 for Medical Stop Loss Insurance Services was issued and only one (1) proposal was received; and WHEREAS, Section 2.7 of the RFP, indicates that the City of Miami ("City") reserves the right to execute or not execute, as applicable, a contract with a selected proposer that is determined to be most advantageous and in the City's best interest; and WHEREAS, the Evaluation Committee, appointed by the City Manager, recommended that the City enter into negotiations with Connecticut General Life Insurance Company ("CIGNA"); and WHEREAS, the City Manager concurred with the findings of the Evaluation Committee; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The recommendation of the of the City Manager approving the findings of the Evaluation Committee, pursuant to RFP No. 244233, that CIGNA be awarded the contract for the provision of Medical Stop Loss Insurance Services, for the Department of Risk Management, is accepted. Section 3. The City Manager is authorized{1} to negotiate a Professional Service Agreement ("PSA"), in substantially the attached form, with CIGNA, for a period of one (1) year, with options to City of Miami Page 1 of 2 File Id: 10-01333 (Version: 3) Printed On: 8/16/2017 File Number: 10-01333 Enactment Number: R-10-0555 renew for four (4) additional one-year periods, with funds allocated from the various sources of funds of the user department, subject to the availability of funds and budgetary approval. Section 4. Said negotiated PSA shall be brought to the City Commission for review and approval prior to final execution by the City Manager. Section 5. This Resolution shall become effective immediately upon its adoption and signature of the Mayor.{2} Footnotes: {1} The herein authorization is further subject to compliance with all requirements that may be imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter and Code provisions. {2} If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City Commission.
