A RESOLUTION OF THE MIAMI CITY COMMISSION AUTHORIZING THE CITY
MANAGER TO ALLOW CITY OF MIAMI EMPLOYEES A MOMENT OF
REFLECTION IN OBSERVATION OF THE HAITIAN DAY OF MOURNING ON
JANUARY 12, 2011 AND EVERY YEAR SUBSEQUENT THERETO.
WHEREAS, on January 12, 2010, at approximately 4:53 p.m. the country of Haiti was
devastated by an earthquake which resulted in not only the loss of buildings but also hundreds of
thousand lives; and
WHEREAS, the earthquake in Haiti not only affected the lives of those living in Haiti but crossed
the international waters and had a impact on residents of this city, state and country; and
WHEREAS, the conditions in Haiti have not drastically improved and the effects of the
earthquake are long-lasting; and
WHEREAS, many residents were personally impacted by the earthquake and lost family
members and friends; and
WHEREAS, the country of Haiti and many others are still suffering trying to recover from this
catastrophe; and
WHEREAS, many Haitian natives, descendents and those of other nationality, wish to observe
a Day of Mourning on January 12, 2011, in remembrance of the lives lost during the earthquake
and aftermath; and
WHEREAS, the Mayor and City Commission recognize the importance of employees being
given an opportunity to mourn and grieve;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted
by reference and incorporated as if fully set forth in this Section.
Section 2. The City Manager is authorized {1} to allow City of Miami employees a moment of
reflection in observation of the Haitian Day of Mourning on January 12, 2011 and every year
subsequent thereto.

Section 3. This Resolution shall become effective immediately upon its adoption and signature
by the Mayor.{2}
Footnotes:
{1}The herein authorization is further subject to compliance with all requirements that may be
imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter
and Code provisions.
{2}If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become
effective immediately upon override of the veto by the City Commission.
