The intent of this synopsis is to guide Commissioners through each resolution and to provide additional information and background on why
the amendment is proposed prior to the meeting. It will also serve as a guide as each resolution is presented.

A modification done by the Legal Department due to recent litigation concerning such
establishments. The definition is being clarified and also includes legislative intent in
order to protect the City from further litigation. See pages 2 - 4.
