Subject: Ordinance expanding no -panhandling zone

Recommendation
It is respectfully requested that the City Commission adopt the attached Ordinance amending Section
37-8 of the City Code to provide for expansion of the Downtown Miami no -panhandling zone.
Background
On May 22, 2008 the City Commission adopted Ordinance No. 12997 establishing a Downtown
Miami no -panhandling zone. Since adoption of this Ordinance, continued Downtown revitalization
has brought significant activity and investment to areas to the north and west of the established no -
panhandling zone.
Expanding the no -panhandling zone to these areas would improve the quality of life, maintain and
expand the City's economic vitality, and protect the safety of the general public in a manner
respectful of the constitutional rights of all citizens.
Attached for City Commission approval is an Ordinance updating the definition of "Downtown
business district" to include the above -referenced areas.
