FOUR BROTHERS ESTATE (FIRST RESUBMITTAL) —.TENTATIVE PLAT #1763-A
Located on the south side of S.W. 20th Street at S.W. 31st Avenue
Dear Mr. & Mrs. Artiles:
The City of Miami Plat and Street Committee, at its meeting of July 1, 2010, approved the above tentative
plat subject to the following revisions being made to the tentative plat, additional information being
provided and/or variances being granted. Please be advised that the processing of your tentative plat
cannot proceed until these conditions have been satisfied:
1. Location Sketch
a) Label the lot and Block numbers, subdivision names, and Plat Book and Page numbers 'of
the underlying and adjacent plats.
b) Draw the underlying plat lot lines within the proposed plat.
c) Label and indicate with an arrow the name of the Tentative Plat.
2. Provide an Opinion of Title for Lot 12, Block 11, "PARKDALE SUBDIVISION", Plat Book 14,
Page 36.
3. In the description under the title block replace SW 'A of Section 9 with SE 'A.
4. Verify if the 3' utility easement is to remain.
5. Tie in all fences, improvements, and structures to the proposed tract lines.
6. Identify if the existing structures and improvements are to remain, and if so, provide a letter from
the Zoning Administrator that they comply with the zoning requirements.
7. Provide a bearing and distance for the monument line and center line along the face of the
proposed plat, and also a tie to S.W. 30th Avenue and S.W. 32'� Avenue.
8. Provide a bearing and distance tie from the proposed plat comer(s) to the block corner(s) of S.W.
30th Avenue and S.W. 32'd Avenue, along with dimensions from the block comer(s) to the center
line of said avenues.
9. Provide a legal description for the proposed plat including only both Iots of the underlying plat.
10. Provide a separate legal description for the right of way to be closed and vacated.
11. Provide the area in square feet and acres of the right of way to be closed and vacated, and of the
proposed plat.
12. Provide the Development intent.
13. A letter from Comcast is required to determine if any adjustments to their facilities or easements
are required.
14. Verify with the Miami -Dade County that the proposed plat name is acceptable.
- 15, All encroachments across proposed tract and/or lot lines must be removed prior to final plat
submittal.

16. An opinion of title, in the City of Miami opinion of title form, must be provided at the time of the
final plat submittal.
17, Current backup documentation will be required for all who execute the final plat. A resolution
for authority to execute documents and a Certificate of Good standing from the Secretary of State
are required if applicable.
18. Tentative plat application must be made with Miami -Dade County after receiving approval from
the City of Miami Plat and Street Committee.
19, Be advised that an incomplete final plat package will not be accepted by the City of Miami. It is
the owner's responsibility to work with his surveyor and his attorney to assure that everything is
in order before submitting the final plat package.
20. Be advised that if all the requirements for scheduling the final plat for City Commission action
are not in order, the final plat will not be scheduled for a City Commission meeting.
21. An opinion of title as to the reversionary rights for the right-of-way to be closed and vacated will
• be required by the Zoning Board. The opinion of title must also address whether or not there are
individuals, in addition to abutting property owners, having an interest in the right-of-way to be
closed and vacated. A copy of the opinion of title must be provided to the Public Works
Department.
22. The Zoning Board will require a sketch and legal description with a square footage, on an 81/2" x
11" paper, for the proposed closure. Contact the office of hearing boards, at 305-416-2030.
Provide a copy to the Public Works Department.
23. Utilities in the right of way to be closed and vacated must be relocated or easements must be
provided.
24. The property owners of Lots 7 and 8, Block 1, Plat Book 15, Page 67 must join in and execute the
plat.
25. Indicate that the tentative plat is a boundary survey.
26. Show a revision date.
27. Include in the legend that the letter "D" represents the "Delta" for the central angle.
28. On the abutting property located along the south side of the tentative plat, label the structures,
slabs, sheds, etc.
29. The Plat and Street Committee has reviewed the tentative plat of Four Brothers Estate and
determined that all technical requirements contained in the Miami City Code Subdivision
Regulations have been met and has approved the tentative plat. The members of the Plat and
Street Committee have further considered the request for vacation and closure of the Street with
respect to Miami City Code requirements and have voted 6 in favor and 0 in denial of this
vacation and closure request.
In addition to the above requirements, you should be aware of the following:
1. State and local laws require the installation of various physical improvements in the public
rights -of -way when property is platted. These subdivision improvements include paving,
drainage, landscaping, sidewalks, etc. In some cases this could represent a substantial
investment on your'part. REQUIRED: The submission of an electronic copy of the tentative
plat, in an AutoCAD version, to the City of Miami Public Works Development and Roadway
Plans Section will EXPEDITE the preparation and enhance the ACCURACY of the
subdivision improvement estimate .letter.required for final plat approval.
2. The alteration, relocation or installation of utilities such as storm and sanitary sewers,
electric, telephone, water, ete., caused by this• plat will be at the property owner's expense.
Also, utility easements may be required on the property being platted.

3. A building permit will not be issued on the property being platted until the final plat is
recorded or as authorized by City of Miami Code Section 55-1 0 (h). Also, the Certificate of
Occupancy for any building construction will be issued only after all the required subdivision
improvements have been completed.
4. Approval for fire flow requirements must be obtained from the Fire -Rescue Department prior
to the issuance of a building permit.
5. Additional items must be provided to the City of Miami Department of Public Works before
the final plat is submitted to the City Commission for approval. You will be notified in
writing as to what these items are after the amount of the bond has been determined for the
necessary subdivision improvements.
6. Tentative plat approval is only valid for one (1) year and six (6) months from the date of the
Plat and Street Committee meeting at which time is was approved.

SUBJECT: Tentative plat with street closure

At the July 1, 2010 Plat and Street Committee meeting, one tentative plat was reviewed
by the Committee that contains a street closure.--The---review--of- the -closure--was
conducted in conformance with the requirements of City Code Section 55-15 (c). The
public interest findings concerning the closures is summarized as follows:
"Four Brothers Estate" Tentative Plat
Street closure — S.W. 31st Avenue on the south side of S.W. 20th Street
1.S.W. 31st Avenue south of S.W. 20th Street is a short "dead end" roadway that does
not interconnect public thoroughfares. The relative isolation of this roadway
promotes illegal dumping and the conduct of illicit activities. The closure and
vacation of the roadway will eliminate the accumulation of unsightly and
unsanitary debris , and related clean-up. The closure also will reduce the area
available for conduct of illicit activities and the need for additional enforcement
action.
2.Because of the isolation of this roadway, the general public does not use the right
of way and service and emergency vehicles do not use the right of way due to the
short length and restrictive maneuvering area.
3 . There is no adverse effect on the ability to provide emergency services to the
adjacent property and neighborhood. S.W. 20th Street provides fully developed
vehicular and pedestrian access to all properties.
4. The improvements required by this subdivision include the construction of new
sidewalk across the opening at S.W. 31st Avenue thereby improving pedestrian
access with continuous sidewalk along S.W. 20th Street. The closure will
improve public safety and traffic circulation by preventing vehicles from backing
up and performing multiple maneuvers on S.W. 20th Street in order to exit S.W.
31 St Avenue.
The Plat and Street Committee members voted 6 in favor and 0 in denial of this street
closure and vacation request.
