Thursday, November 18, 2010 at 9:00 AM : City of Miami Commission Chamber d+a' Community a <, 3500 Pan American Drive Miami, FL 33133 Federal regulations governing Community Development Block Grant ("CDBG") and other United States Department of Housing and Urban Development ("HUD") programs require that a participating jurisdiction provide citizens with reasonable notice of, and an opportunity to comment on, any amendments to funding of HUD programs. The public is advised of the proposed amendment(s) to the funding of the City program(s) indicated below: 1. Discussion and proposed resolution authorizing a payment of $1.9 million in Affordable Housing Trust Funds to U.S. HUD in accordance with the City of Miami repayment agreement with U.S. HUD. 2. Discussion and proposed resolution authorizing KIDCO Child Care, Inc. to sign a second mortgage with Miami Dade County to secure the grant for the rehabilitation of the property located at 242 Northeast 26th Street, Miami, Florida. 3. Amend Chapter 2/Article X of the Code of the City of Miami, Florida, as amended, entitled "Administration/Code Enforcement," more particularly by amending Section 2-817(h)(1), to allow the City Manager to subordinate lien position on loans for the finance or refinance of construction improvements, or release or satisfy any lien placed on a property by the City or by any of its agencies and instrumentalities for affordable housing homeownership or rental housing projects by a project sponsor that has been allocated funds by the City Commission or the City Housing and Commercial Loan Committee for such project to further increase the supply of affordable housing (Second reading). 4. Discussion and proposed resolution approving the allocation of Economic Development Initiative ("EDI") Funds in the amount of $77,500 to Little Havana Activities and Nutrition Centers of Dade County, Inc. and $170,000 to Assistance to the Elderly, Inc., for a total of $247,500, to renovate and rehabilitate elderly facilities. 5. Discussion and proposed resolution approving the extension of the agreement end term date between the City of Miami and Camara De Comercio Latina De Los Estados Unidos, Inc. ("CAMACOL") from September 30, 2010 to December 31, 2010 and authorizing the additional allocation of $140,345 in CDBG funding to pay for hard costs associated with facades completed in District 4. 6. Discussion and proposed resolution authorizing the renewal of the contract between the City of Miami and Allapattah Business Development Authority, Inc. ("ABDA") for a contract period of October 1, 2010 through March 31, 2011 and authorizing the allocation of Community Development CDBG Administration Set Aside to ABDA in the amount of $40,000 to provide Housing and Quality Standard ("HQS") inspection services for the Section 8 Housing Choice Voucher and Moderate Rehabilitation Programs and HOPWA. 7. Discussion and proposed resolution allocating the sum of $400,000 to the City of Miami Department of Capital Improvements from District 2 Community Development Block Grant reserve account for street improvements in the North Shorecrest area. "The adoption of this Ordinance/Resolution, by the City Commission, authorizes the City Manager to draft/ amend the appropriate City of Miami annual Action Plan. 7 This item(s)will be available for public comment and review fora period of no less than 30 days. The review and comment period begins Tuesday, October 19, 2010, and ends Wednesday, November 17, 2010. The proposed amendment(s) will be presented to City Commission for approval on Thursday, November 18, 2010 (public hearing). .f Draft copies will be available at the City of Miami Department of Community Development office located at 441 SW 2nd Avenue, 2nd floor, Miami, Florida, 33130.
