A RESOLUTION OF THE MIAMI CITY COMMISSION AUTHORIZING THE
ALLOCATION OF ECONOMIC DEVELOPMENT INITIATIVE FUNDS IN THE
AMOUNT OF $247,500, FOR THE PURPOSE OF RENOVATING AND
REHABILITATING ELDERLY FACILITIES BY ALLOCATING $77,500 TO LITTLE
HAVANAACTIVITIES AND NUTRITION CENTERS OF DADE COUNTY, INC. AND
$170,000 TO ASSISTANCE TO THE ELDERLY, INC.; FURTHER AUTHORIZING
THE CITY MANAGER TO EXECUTE ALL NECESSARY DOCUMENTS FOR SAID
PURPOSE.
WHEREAS, pursuant to Resolution No. 06-0368, adopted June 8, 2006, the Miami City
Commission approved the acceptance of an economic development initiative funds grant from the
United State Department of Urban Development ("HUD") in the amount of $247,500 for elderly
assistance programs; and
WHEREAS, on June 22, 2007, the City of Miami ("City") executed an agreement with HUD to use
the grant funds to install generators at elderly facilities, but due to the costs of the installation and
maintenance of such equipment, the City was unable to identify entities that were able to participate
in this program; and
WHEREAS, as a result, the City requested of HUD to allow the City to utilize the funding for any
rehabilitation, reconstruction and improvements in elderly facilities; and
WHEREAS, in July 2010, the City received authorization from HUD for the change in the scope of
work; and
WHEREAS, since the City did not receive any requests for Public Facilities and Improvements
from elderly facilities in the 2010 Request for Proposal ("RFP"), the City notified agencies and the
districts of the availability of the Economic Development Initiative ("EDI") funding; and
WHEREAS, the City received two requests for funding to rehabilitate and improve elderly facilities
from Little Havana Activities and Nutrition Centers of Dade County, Inc. and Assistance to the Elderly,
Inc.; and
WHEREAS, Little Havana Activities and Nutrition Centers of Dade County, Inc. -Rafael Villaverde
Center, located at 700 Southwest 8th Street, Miami, Florida, is a non-profit 501(c)(3) organization,
founded in 1972 and has grown into one of the largest providers of services to economically
disadvantaged and socially isolated persons in South Florida; and
WHEREAS, Assistance to the Elderly, Inc., located at 5617 Northwest 7th Street, Miami, Florida,
is a 501(c)(3) non-profit organization, established in 1990, has been serving Miami -Dade community
for 20 years offering services such as assisted living, respite care and memory care for residents

suffering from Alzheimer's or in Hospice Care; and
WHEREAS, the Administration recommends the allocation of EDI funds in the amount of
$247,500 for the purpose of renovating and rehabilitating elderly facilities by allocating $77,500 to
Little Havana Activities and Nutrition Centers of Dade County, Inc. and $170,000 to Assistance to the
Elderly, Inc.;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted
by reference and incorporated as if fully set forth in this Section.
Section 2. The allocation of EDI funds in the amount of $247,500, for the purpose of
renovating and rehabilitating elderly facilities by allocating $77,500 to Little Havana Activities and
Nutrition Centers of Dade County, Inc. and $170,000 to Assistance to the Elderly, Inc., is approved
Section 3. The City Manager is authorized {1} to execute all necessary documents for said
purpose.
Section 4. This Resolution shall become effective immediately upon its adoption and signature
of the Mayor. {2}
Footnotes:
{1} The herein authorization is further subject to compliance with all requirements that may be
imposed by the City Attorney, including but not limited to those prescribed by applicable City
Charter and Code provisions.
{2} If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10)
calendar days from the date it was passed and adopted. If the Mayor vetoes this Resolution,
it shall become effective immediately upon override of the veto by the City Commission.
