Subject: Resolution to approve Amendment No. 3 to the Professional Services Agreement with ADA
Engineering Inc. for the provision of Miscellaneous Civil Engineering Services.
Purpose of Item:
To authorize the City Manager to execute Amendment No. 3 to the Professional Services Agreement with
ADA Engineering, Inc., for the provision of Miscellaneous Civil Engineering Services, increasing the
authorized expenditure limit by a not to exceed amount of $350,000 for a total contract amount not to
exceed $1,600,000.
Background Information:
On February 7, 2008, pursuant to Request for Qualifications (RFQ) No. 06-07-019, the City executed a
Professional Services Agreement with ADA Engineering, Inc. (ADA), for the provision of Miscellaneous
Civil Engineering Services in an amount not to exceed $500,000. On December 11, 2008, the City
Commission adopted Resolution No. 08-0696 authorizing Amendment No. 1, which increased the
agreement expenditure limit by a not to exceed amount of $500,000, from an original $500,000 to a total
not to exceed amount of $1,000,000. On February 11, 2010, the City Commission adopted Resolution
No. 10-0061, authorizing Amendment No. 2, which increased the agreement expenditure limit by a not to
exceed amount of $250,000, from $1,000,000 to a total not to exceed amount of $1,250,000.
ADA was tasked with completing the City's Drainage Master Plan Update. The primary objective of this
project is to analyze areas of flood concern which impact public safety and property loss. The findings
will allow the City to further develop a comprehensive 5-year Capital Improvement Plan identifying
drainage improvement areas and enhancements.

Additionally, the Drainage Master Plan Update allows the City to improve on its National Insurance
Flood Program -Community Rating System (NFIP-CRS) which enables residents to receive discounts on
flood insurance premium rates.
The current remaining contract balance is not sufficient to cover the remaining costs anticipated for this
project. It is therefore necessary to enter into Amendment No. 3 with ADA, increasing the agreement by a
not to exceed amount of $350,000, from $1,250,000 to a final not to exceed amount of $1,600,000. Funds
are to be allocated from the appropriate Capital Improvement Project.
