EAST COAST CORRIDOR STUDY FOR TRANSIT SERVICE BETWEEN K8|AK4| AND JUP/TER.TOENHANCE MOBILITY |NTHE SOUTHEAST FLORIDA REGION: ENDORSING REGIONAL RAIL AS THE BASIS FOR A LOCALLY — U U U PREFERRED ALTERNATIVE; AND ACKNOWLEDGING POTENTIAL STATION LU u~u~~ LOCATIONS; DIRECTING THE CITY CLERK TO TRANSMIT ACOPY OF THIS x RESOLUTION TO THE AGENCIES AS STATED HEREIN. 1, �� z�� ~.'�� ~~~' �--� -~-n ~-~- VVHE0EAS the Florida East Coast ("FEC") Railway corridor was historically operated as - - passenger [mi| line along Florida's east coast, traversing the Southeast Florida Region; and and ~~ WHEREAS, cities on Florida's east coast developed around train stations along the FEC railroad; VVHEREA8, the public policy, "Eastward Ho!", developed by the Governor's Commission fora Sustainable South Florida, provides guidance for iDlp[OViOg the quality of life and managing growth including the redevelopment of eastern yWionni-Qede. Brovvord. and Palm Beach Count/es; and WHEREAS, the 2006 Florida Rail Plan identifies passenger transit along the FEC Railway corridor as a potential "Coastal Route" for new passenger rail service in Florida; and WHEREAS, the 2008 South Florida Regional Transportation Authority Strategic Regional Transit P|an, outlined transit corridor expansion alternatives including the FEC Railway Corhdor� and WHEREAS, modern cities along Florida's east coast are currently implementing programs to redevelop historic downtowns with land use changes that encourage Transit Oriented Development centered around train stations; and VVMENEA8. South Florida's highway capacity, especially its north -south mrteheo, one already operating beyond their capacity, while the population is expected hoincrease 5OY6bythe year 2O3O; and WHEREAS, the reduction of Vehicle Miles Traveled would reduce fuel consumption and the amounts ofpollutants emitted inthe Southeast Florida Region; and VVHEREAG, there is a critical need for adequate transit service to provide for the mobility needs of residents of Miami; and WHEREAS, an integrated system of transit services is needed for existing and future travel markets including long-distance travel oen/8d by the South Florida Rail CorridonfT[i-Rail Commuter [ij�o/Miami Page /Yy3 File Id: /0'0/258(rersion:/) Printed On: 10125120/0 File Number/D'01258 Rail 8vaham, moderate -distance travel served by transit inthe eastern FEC Railway Corridor, and local travel in the urban centers by |000| circulator services; and VVHEREAS, the reintroduction of passenger service along Florida's ooat coast would stimulate the eoononny, increase access to job opportunities, and assist the transit -dependent population between Miami and cities throughout the Southeast Florida Region; NOW, THEREFORE, BE|TRESOLVED BYTHE COMMISSION 0FTHE CITY OFM|AM[ FLORIDA: Section 1. The Miami City Commissim supports the Florida Department of Transportation's South Florida East Coast Corridor study for transit service between Miami and Jupiter to enhance mobility in the Southeast Florida Region. Section 2. The Miami City Commission endorses the Regional Rail operating in the FEC Railway corridor as the Locally Preferred Alternative for future South Florida East Coast Corridor transit, and agrees with the proposed transit station |ocaUona, as identified through a coUabonybve, public process in Phase 2 of the 8tudy, particularly as they pertain to this juriediction, as appropriate. 8eodnn 3. The Miami City Conlnniaaion, working with the Florida Department of Transportation and other appropriate agenciea, agrees to support complementary land use policies, land development Ragu|atioOs, and economic development activities consistent with the Federal Transit Administration New Starts Development Process. Section 4. The Miami City Commission further encourages the Florida Department of Tnansportation, on behalf ofall state stakeho|dors, to actively pursue obtaining shared access to the current FEC Railway Corridor with the purpose of reintroducing passenger transit services within the FEC Roi|vvoy Corridor. Section 5. The City Clerk is directed to forward a copy of this Resolution to all appropriate public agencies including the Miami -Dade Metropolitan Planning Organization, the Miami -Dade County Connnniaa/on. the Miami -Dade County officials involved in regional transit planning, the South Florida Regional Transportation Authority and 'its membership, the Florida League of Cities, the Florida Association of Counties, local governments, the Chambers of Commerce within the South Florida area, C8XTnansportation' the F|ag|erDevelopment Group, the FEC. LLC, and the aviation and sea port agency officials. SeotionG.
