2011 STATE LEGISLATIVE PRIORITIES
ADDENDUM
ADD:
WAGNER CREEK / SEYBOLD CANAL

REQUEST up to $8 million in funding from the State of Florida for the environmental cleanup
of Wagner Creek and Seybold Canal. This project will significantly reduce the dioxins (a
-73 hazardous chemical that are bound to the sediments) as a result from dredging operations. The
Wagner Creek is a tributary of the Miami River via the Seybold Canal that connects to Biscayne
_—i;- Bay. Biscayne Bay is a South Florida Water Management District (SFWMD) priority water
(D body. By dredging these waterbodies, the City will be increasing the stormwater conveyance
capacity, therefore, reducing flood conditions in the adjacent neighborhoods caused from typical
storm events. This will help mitigate flood damage, reduce flood damage insurance claims and
0 increase public safety.

3 MEDICAID
MONITOR legislation pertaining to Medicaid Reform. At its core is the belief that some form of
managed care, either through insurance plans, physician networks, hospital systems or other
means, will need to be implemented to control cost growth in the Medicaid program. Important
to note is that Medicaid program changes must be accepted and approved by the federal
government. It is possible for the Legislature to change the program and yet for the federal
government to reject those changes or mandate other elements in order to receive approval.
There is no current legislation that bill drafting with the Florida Legislature has yet released for
the 2011 session.

WRONGFUL DEATH
SUPPORT legislation amending Florida Statutes to conform the statute of limitations for claims
of wrongful death against a governmental entity to that currently provided for such claims
against private individuals and treat government agencies consistently with private individuals.
