Clinton: Talks may be leaders' last chance

Tuesday with Israeli Prime

They're scheduled to
shift to Jerusalem for a sec-

Obama will resume negoti-
ations with Abbas and Net-

following week on the
sidelines of the U.N. Gen-

The most immediate
obstacle for negotiators is
a Palestinian demand that

The Palestinians have
insisted that without an

Clinton's task Obama

Clinton said "there is a

Global bank rules aim to
prevent another meltdown
■A group of world
financial regulators
agreed to new rules on
Sunday that would
make banks more
resistant to another
economic crisis.
BY GRIM IO11ER
AssooaledPress
BASEL, Switzerland —
Global financial regulators
on Sunday agreed on new
rules designed to
strengthen bank finances
and rein in ezeessive risk -
taking to help prevent
another aids.
Banks will be forced to
hold more and safer kinds
of capital to offset the risks
they take lending money
and trading securities.
which should make them
more resistant to financial
shock such as those of the
last several year.
European Central Bank
president Jean-Claude Tri-
che4 chairman of the com-
mittee of central backers
and honk supervisors that
worked on the new rules,
called the agreement "a
fundamental strengthening
of global capital stan-
dards." "Ther contribution to
long-term financial stabil-
ity and growth will be sub-
stantial," Trichet said in

Ina joint statement, US.
officials including Federal
Reserve Chairman Ben
Bernanke caned the new
a
standards "significant
step forward in reducing
the incidence and severity
of future 0oaodal crises.'
Some backs have pro-
tested. however, that the
new rules may hurt thew
profitability and cause
them to reduce the lending
that fuels economic
growth, possibly dampen-
ing a global economic
recovery.
Representatives of
major central banks.
ioctudiog the ECB and the
U.S. Federal Reserve,
agreed to the deal at a
meeting in Basel, Switzer-
land, on Sunday. The deal
still has to be presented to
leaden of the Group of 20
forum of rich and develop-
ing countries at a meeting
in November and ratified
by national governments
before it comes into force.
The agreement, known
as Basel III, Is Seen as
cornerstone of the global
financial reforms proposed
by governments following
the credit crunch and sub-
sequent economic down-
turn cased by risky bank-
ing practices.
Earlier this year, the
Brussels -based European
Banking Federation
warned that the new global
rules forcing banks to put
aside more capital could
keep the eurozone econ-
omy in or dose to reces-
sion through 2014.
The federation said its
analysis of proposed new
Basel m banking standards
would limit eurozo0e
banks' credit growth and
profits, bun the economy
and prevent the creation of
up to 5 million jobs in the
16 nations that use the
cure.
Under the agreement,
banks will have six years
starting on Jan L 2013, to
progressively increase
their capital reserves.
Under current rules, banks
have to bold back at least
4 percent of their balance
sheet to cover their risks.
Starting in 2013, this
reserve — known as tier 1
capital — will have to rise
to 4S percent, reaching 6
percent in 2019.
In addition, banks will
be required to keep a
emergency reserve known
as a nervation buffer"
of 2.5 percent. In total, the
amount of rock -solid
reserves each bank is
expected to have by the
end of the decade will be
8.5 percent of its balance
sheet.

notion is based in part on
the knowledge that Abbas

Time is a motivating

Some Israelis believe the

Creating a sovereign Pales-

Global bank rules aim to
prevent another meltdown
■ A group of world
financial regulators
agreed t0 new rules On
Sunday that would
make banks more
resistant to another
economic crisis.
BY6606 Ig11ER
Assooalad Press
BASEL Switzerland —
Global financial regulators
on Sunday agreed on new
rules designed to
strengthen bank finances
and rein in excessive risk -
taking to help prevent
another crisis.
Banks will be forced to
hold more and safer kinds
of capital to offset the risks
they take lending money
and trading securities,
which should make them
more resistant to financial
shoos such as those of the
last several years.
European Central Bank
president Jean-Claude Tri-
dhet chairman of the com-
mittee of central bankers
and bank supervisors that
worked on the new rules,
called the agreement "a
fundamental strengthening
of global capital stan-
dards'
"Their contribution to
long-term financial stabil-
ity and growth will be sub-
stantial" Trichet said in a
statement
In a joint statement. US.
officials including Federal
Reserve Chairman Ben
Bernanke called the new
standards a"significant
step forward in reducing
the incidence and severity
of future financial crises."
Some bade have pro-
tested. however, that the
new rule may hurt their
profitability and cause
them to reduce the lending
that fuels economic
growth. possibly daoic
i0g a global m
recovery.
Representatives of
major central banks,
including Ike ECB and the
US. Federal Reserve,
agreed to the deal at a
meeting in Basel Switzer-
land, on Sunday. The deal
still has to be presented to
leaders of the Group of 20
forum of rich and develop-
ing countries at a meeting
in November and ratified
by national governments
before it comes into force.
The agreement. known
m Basel 1I1, is seen as
cornerstone of the global
financial reforms proposed
by governments following
the credit crmch and sub-
sequent economic down-
turn nosed by risky bank-
ing practices
Earlier this year, the
Brussels -based European
Banking Federation
warned that the new global
rules forcing banks to put
aside more capital could
keep the eurozone econ-
omy in or close to reces-
sion through 2014.
The federation said its
analysis of proposed new
Basel ID banking standards
would limit eurozo0e
banks' credit growth and
profits, hurt the economy
and prevent the creation of
up to 5 million jobs in the
16 nations that use the
aura
Under the agreement,
banks will have six years
starting on Jan. L 2013, to
progressively increase
their capital reserves.
Under current rules, banks
have to hold back at last
4 percent of their balance
sheet to cover their risks.
Starting in 2013, this
reserve — known as tier 1
capital — will have to rise
to 4.5 percent, reaching 6
percent in 2019.
1n addition, banks will
be required to keep an
emergency reserve known
as a "conservation buffer"
of 2.5 percent. In total, the
amount of rock -solid
reserves each bank is
expected to have by the
end of the decade will be
8.5 percent of its balance
sheet

The study, which is to

partly to the growth of the

saidAgusto
dela Torre, oIleof the
study's authors and chief
economist for Latin Amer-
ica and the Caribbean at
the World Bank.
"Assuming that Asian
demand for soy exports
from Argentina, iron ore
from Brazil, copper from
Chile, fish and minerals
from Peru and other Latin
American commodities
keeps up, the region is on
a strong position to profit
from its natural

In fact, the study titled
Natural Resources in Latin
America and the Carib-
bean: Beyond Boom and
Bust, said during the boom
the trade of countries in
the region shifted away
from sporting commodi-
ties to rich nations toward
trading with emerging
economies. In 1990, for
reample, 44 percent of the
gion's commodity
wealth was shipped to the
United States. By 2008,
that had fallen to 37 per-
cent.
During that same
period, China's share of
such exports rose from 0.8
percent to 10 percent. And
China became Brazil's
largest market for com-
modities, gobbling up a
third of the commodity
sports of Latin America's
largest nation in 2008.

Beyond booms and busts
• In 2008, commodity exports for the seven largest countries in
Latin America totaled nearly $400 billion and accounted for 52
percent of all exports.
• In six of the largest countries, commodities contributed 10 to
49 percent of all revenue from 2004-2008. They are: Argentina
(agricultural commodities), Chile (copper), Colombia (oil), Mexico
(hydrocarbons),Peru (minin9), and Venezuela (hydrocarbons).
• Most of the larger economies - Bolivia and Venezuela, for
