Attached please find the comparisons of the City of Miami Police Department with other
o|icedepartments inthe United States that are comparable,
As explained in the accompanying coveoheet, the City of Miami is like no other city in
America ofcomparable size, interms ofdemographics, diversity and other attributes that
play a pivotal role, in the service it requires from its police department. Therefore, it is
necessary to compare our department with other police departments that service cities
with opopulation of419,OOOthrough gO7,000.
In addition, caution should be used when reviewing the average number of calls for
service per sworn personnel and per total number ofemployees. These numbers are of
little value when determining staffing levels for the following reasons:
(l) In the case of average calls for service per number of sworn personnel, be advised that
some departments employ civilians (police service aides, community service aided
that respond to calls and/or take telephone reports; therefore, not all calls for service
are handled 6ysworn personnel.
(Z). In the case of average calls for service per total number of employees, be advised that
the majority of civilian personnel are not dispatched to respond to calls, but rather
utilized as support personnel, i.e. evidence collection, dispatch, cleric@J support, etc.

to police departments with similar
size, service and population.
The City of Miami is a compact microcosm of economic, social and ethnic diversity. It is
one of the most diverse municipalities in the nation. Miami is a true international city,
setting trends in the areas of fashion, dining, the arts, and others. It is a key global
business center, second only to New York when it comes to the number of international
banks. Miami is the "Gateway to Latin American and the Caribbean" for the US.
Yearly, Miami Dade County receives over 10 million domestic and international visitors.
Most of these visitors stay, travel through or do business in the City of Miami.
Miami -Dade County has one of the highest homeless rates in the State of Florida.
Approximately 36 percent of the County's homeless population is located within the City
of Miami. The continual flow of immigrants and the warm weather conditions throughout
the winter months makes Miami unique and contributes to the high homeless numbers.
The demographics of the City of Miami are like no other American City of comparable
size. Although the city has an estimated residential population of over 400,000, on a
daily basis the number of people that require police services swells to 1 million. The City
of Miami is a global city as a result of its importance in finance, media, entertainment,
international trade, and its international recognition as a tourist destination. These
attributes contribute to the increased number of people that transit and visit the city.
When comparing the Miami Police Department and the services it renders, we must take
into account not only the residential base but also the daily transient population. This is
what distinguishes the City of Miami from other cities of comparable size, and therefore
requires a need to categorize the cities into two separate and distinct categories.
