CIA head gives mixed review
The CIA director said
U.S. efforts in
Afghanistan have seen
progress but it's slow.

WASHINGTON — The
U.S. has driven al Qaeda
into hiding and under-
mined its leadership, but is
struggling to oust its pri-
mary sympathizer, the
Taliban, from Afghanistan,
the U.S. spymaster said
Sunday.

new war plan that relies on
98,000 U.S. troops to prop
up the Afghan government
and prevent al Qaeda from
returning. No longer over-
seeing the commander in
chiefs mission
is Gen.
Stanley McChrystal,
sacked this past week in a
stunning shake-up in U.S.
military leadership after
his critical comments
about the White House.
"We're seeing elements
of progress, but this is
going to be tough," Panetta
told ABC television's This
Week.
He said al Qaeda's
evolving attack strategy
increasingly relies on oper-
atives without any record
of terrorism involvement
or those already in the U.S.
As for Osama bin Laden,
Panetta mid it's been years
since the U.S. had good
intelligence about his
whereabouts.
Panetta estimated there
e fewer than 100 al
Qaeda militants operating
inside Afghanistan, with
the rest hiding along Paki-
stan's mountainous west-
ern border.

strikes and other spy oper-
ations have helped to "take
down" half of al Qaeda's
senior leaders.
"We are engaged in the
most aggressive operations
in the history of the CIA in
that part of the world, and
the result is that we are
disrupting their leader-
ship," Panetta said.
At the same time,
Panetta offered a less
upbeat assessment of the
U.S. fight against the Tali -
ban, the anti-U.S. insur-
gency operating inside
Af•hanistan's borders.
When asked whether
the Taliban has grown
stronger since Obama took
office, Panetta said the
Taliban was acting more
violent and being more
aggressive in "going after
our troops," including its
me of roadside bombs.
There is progress, he
said, even if it's "slower
than I think anyone antici-
pated."
As challenges a

Voters overwhelmingly
pass new constitution

OSH — Barely two weeks after ethnic purges left
many minority Uzbek communities in smoldering
ruin, about two-thirds of Kyrgyzstan's voters went to
the polls Sunday to peacefully and overwhelmingly
approve a new constitution they hoped would bring
stability to the Central Asian nation.
Kyrgyzstan's interim government had pressed on
with the vote even though many of the 400,000 ethnic
Uzbeks forced to flee have yet to return to their
homes and neighborhoods. The result gave legiti-
macy to the provisional government backed by most
Uzbeks, though some of those displaced by violence
were unable to vote Sunday.
The vote — supported by the U.N, the U.S. and
Russia —is seen as an important step on the road to
democracy for the interim government, which came
to power after former President Kurmanbek Bakiyev
was ousted in April following deadly street protests.

TEEN SAILOR FLIES BACK HOME
SAINT-DENIS — Sixteen -year -old sailor Abby
Sunderland was homeward bound Sunday —though
her plane flight back to California wasn't the home-
coming she imagined when she set off in hopes of
sailing around the world.
About two weeks after her rescue at sea, Sunder-
land departed from the French island of Reunion, off
the southeastern coast of Africa, en route to Prance,
then onto California.
The American teenager's attempt to sail solo
around the world ended June 10 when her mast
snapped in an Indian Ocean storm, sparking an exten-
sive international rescue mission.

PANETTA: IRAN COULD BUILD 2 BOMBS
WASHINGTON — CIA Director Leon Panetta
said Iran probably has enough low -enriched uranium
far two nuclear weapons, but that it likely would take
two years to build the bombs.
Panetta also said he is doubtful that recent U.N.
penalties will put an end to Iran's nuclear ambitions.
He spoke on ABC's This Week Sunday.

MORE THAN 200 PROTESTERS ARRESTED
DHAKA — Security forces arrested more than 200
activists Sunday, according to police and news
reports, as Bangladesh's main opposition party led a
nationwide dawn -to -dusk general strike to protest
alleged government misrule.
General strikes have been a common opposition
tactic in Bangladesh, a fragile parliamentary democ-
racy since nine years of military rule ended in 1990.
But Sunday's strike was the first in 3 'h years, signal-
ing that political bickering may return to the streets.
