SUBJECT: Labor Negotiations Update

The following is a status update of the labor negotiations between the City of Miami and its four
collective bargaining units. The City is currently in negotiation with all four labor unions.
The City of Miami's negotiating team held two bargaining sessions with IAFF, Local 587 since
invoking Florida Statute 447.4095; the most recent session was held on Friday, May 21, 2010.
On May 27, 2010, the City notified PERC that it was at impasse with IAFF, Local 587. James
Mastrioni was selected as the special magistrate for the impasse proceeding. The parties
requested for Mr. Mastrioni to propose dates for the hearing.
In addition, IAFF, Local 587 filed a Suggestion for Certification to the Florida Supreme Court
with the Third District Court of Appeals on June 8, 2010. If granted, the Florida Supreme Court
has the discretion to accept the case or not. The City filed its reply to the Suggestion for
Certification to the Florida Supreme Court and is awaiting a ruling from the Third District Court.
Notwithstanding the above, the City contacted IAFF, Local 587 on June 15, 2010 and June 22,
2010 proposing future negotiation sessions.
The City of Miami and FOP, Miami Lodge #20 met on June 7, 2010 and are scheduled to meet
again on June 24, 2010 (today).
The City of Miami and AFSCME, Local 1907 held their second bargaining session on June 9,
2010. To date, the City and AFSCME, Local 1907 completed and agreed upon seven contract
articles. The parties are scheduling a third bargaining session.
The City of Miami and AFSCME, Local 871 met on June 9, 2010 and are scheduled to meet
again on June 24, 2010 (today).
In addition, the City's negotiation team and elected officials will be meeting today in an
executive session at noon.
