Gentlemen:
I am sorry that I cannot be here today to add my voice to those who oppose the 5 A.M. closing
time for Coconut Grove clubs. It is very short sighted to think that adding two hours of drinking
will somehow help the Grove. As a Miami native, I know the Grove very well. But more than
simply being there, I completed a master's thesis on the Grove that launched my career in Miami
history. I am well aware of the highs and lows of its history and how right decisions helped it
become the Coconut Grove we, and thousands of visitors, know and love.
Coconut Grove is unique. It is where our city began. It has outstanding schools, both
public and private. It has an engaged group of residents who stand up for what they believe in.
Despite inevitable change, it has maintained its identity as a lush tropical enclave that attracts
creative people.
Coconut Grove may not have legal status, but everyone knows where it is and what it is
all about. It is not about a place to party but rather a place that celebrates our tropical ambiance,
our diversity and the arts. The best thing that could happen to the Grove is not to add two hours
of partying for very young people, but to get the Coconut Grove Playhouse open and encourage
new entrepreneurs to re -energize the retail area and add new restaurants that serve the general
public.
Please do not listen to those who seek an ill-conceived a quick fix that is not a fix at all
but something that would hurt the Grove's reputation and future as a place that draws people of
all ages and respects those who call it home.

SUBJECT: MALCHOR, LUPE

Dispatched and responded to the above location in reference to a nude female from the waist down, Upon my
arrival I observed a white female sitting on a chair wearing person reported quasada, M (security guard) Jacket
all curled up. Person reported, Quesade said she was working in her booth at the above location. When she
observed the above victim (white female) Ir approaching her booth wearing no clothes from her waist
down. Person reported Quasad, M called 911 in fear that the white female have been inured. Fire Rescue # 8
responded and transported to Mercy Hospital ER since it was suspected initially that the female could have
been the victim of a suspected foul play. White female iinining said she remember being at Sanor Progs in
Coconut Grove and drank tequila and corona beer. she said she arrived there at approximately 12:30hours with
her boyfriend Diego twenty three years old, Claudia, Boo Boo and Michael who was the driver of a burgundy
crew cab pick-up unknown, Make or tag. White female filleigdosoydzspe said the doesn't remember how she got
to where she was at the above location. She said she knows that she cannot hold her liquor that when she
usually drinks more than a couple drinks she usually passes out, White female!r had no complaints of
any pain or injuries. Sex battery Detective L. Jackson notified and ID was requested,
Note: White female tandErsaid that all of the persons whom were with her last night use illegal narcotics and
tend to get so high that they forget where they're at, Therefore loosing contact with her and leaving her behind.
