I reside at 2540 SW 4th Street and I oppose the zoning change request in its current form because it is not in accordance with the recommendations of the zoning board. The following facts are submitted for your consideration. Your City Planners have done a lot of research and they do not agree with the proposed zoning change. The Planning and Zoning Department has heard the argument twice and has twice rejected it because it does not represent the best interest of the neighbors including those that are, have been and will be forever affected if you allow this plan to go through. Your colleagues at the Planning and Zoning Board saw that clearly. In addition to two the previous statements let's not loose site of the following facts: • The college has not yet presented one valid reason why they need to have that parcel of land rezoned a GI. • The college has not yet presented one single architectural plan on what they intend to build on the land they already own zoned GI or R1. • They have not conducted a single traffic flow impact study: an essential part of the planning process when requesting zoning changes that will directly impact the number of cars that will be funneled into the area. • The college has demolished buildings, erected fences, and installed lights all without permits violating numerous building codes in the process. • They presented their application as if everything was above board, having to explain later how they managed to submit the application with known violations. • Currently, there are approximately 150 cars parked on top of unimproved parking (gravel and dirt) some of which could be leaking antifreeze, motor oil, transmission oil, or brake fluid into the water table below. As if these facts were not enough let us consider the following additional facts: • The growth of this school has already had a negative financial impact on the neighbors. We now have to pay for parking in front of our house. We are sometimes ticketed or ticketed and towed if we forget to bring our cars inside the night before. • For each house bought by the school the land automatically becomes tax exempt which means less tax revenues for the City and a greater tax expense to the neighbors • Arrival to our house is sometimes delayed more than 5 minutes if we turn into 4th street off of 27th Avenue at the wrong time of the day. • Our safety is also now in jeopardy when coming into 4th from 25th avenue because impatient people drive the wrong way to avoid the line creating the scenario for a possible head on collision. Please look at the pictures and you will see that even the Paramedics can't get past the line of cars. PARAMEDICS!! Victims who depend on every available second for paramedics to get them the help they need. a g_ 4/De`z/U — 3bry) Rodres Vazquez. • Road rage is fast becoming the norm. Imagine the irony of a person hurt in a road rage event needing immediate medical attention and the emergency vehicle stationed only 200 yards away is stuck in traffic on a residential street and can't deliver the much needed medical attention!! Closing: Commissioners, please understand that this is a neighborhood with several 3rd generation family members living in the same house their parents bought or in another house on the same street. We have homeowners that have been here for decades. One family in particular owns three houses. We are hard working, law abiding, and taxpaying citizens. We are happy here. Make no mistake about it. The college wants to get approval for something even before they can describe what it is that they want to build let alone prove its merit. The appearance is that the college intends to proceed at all costs even if it means displacing families that have been here for decades. Once they get their zoning approved they won't have to come here for permission on future plans. They do not care about eliminating architectural works of art that date back to the early 1930's including the original Kellogg's House; a local historical landmark. Therefore, on behalf of the neighbors opposed to this zoning change, I ask only these 2 things; 1. that you use your wisdom to see into the future and how your decision will affect our neighborhood. An adverse decision has far reaching implications 2. that you respect your colleagues decision which have been involved in the process and have seen the wisdom of not allowing a GI zoning change Homeownership entitles us the right to peace and quiet enjoyment afforded every homeowner in this country and yet this is denied us each and every day that school is in session.
