BOX 330708 MIAMI, FLORIDA 33233-0708 (305) 250-5400 FAX (305) 250-5410 The items below reflect the results of our meeting on Thursday, September 3, 2009; regarding the AFSCME 871 participation in the requested salary cost saving measures needed to reach a balanced budget for fiscal year 2010. Tiered Salary Reductions AFSCME 871 will agree to a tiered salary reduction; however the lower tiers will be modified so that any with a salary below $50,000 will not receive a reduction and from $50,000 to $69,999 will receive a 3% reduction. This should yield a $36,000 total savings. Scheduled Across-the-Board("ATB") Salary Increases AFSCME 871 will receive their anticipated 3% ATB increase; however agree to increase their contribution to pension from 10% to 13% for the upcoming fiscal year. This should yield a savings of $247,868. Scheduled Anniversary Increases ASFCME 871 agrees to defer scheduled anniversary increases for the year. This should yield a $178,670 savings. Scheduled Longevity Increases ASFCME 871 agrees to defer scheduled longevity increases for the year. This should yield a $26,408 savings. DATE: SUBJECT: REFERENCES: ENCLOSURES: September 2, 2009 FY 2010 Budget - Revised FILE : This memorandum supersedes the original version sent via e-mail earlier today at 7:53 p.m. In recent weeks, my staff and I have met with each of you on numerous occasions to review a series of cost -saving proposals in order to address the projected deficit in the 2010 fiscal year budget. As of the date of this memorandum, significant differences remain between my administration's proposed reductions and each bargaining units suggested concessions, with some exceptions. Bargaining -Unit Member Employee Salary Reductions During our prior negotiations, I have asked each bargaining unit to agree to the tiered, salary reduction schedule the administration will be implementing for all non -bargaining member employees. That proposed schedule is as follows: Salary range % salary reduction $250,000 and above 15% $249,999-200,000 12% $199,000-150,000 10% $149,999-100,000 9% $99,999-70,000 8% $69,999-50,000 7% $49,999-40,000 6% $39,999 and below 0% The above -listed tiered schedule is expected to produce salary savings of $3,891,368 for FY 2010 for all non -bargaining -unit member employees. Anticipated salary savings realized from this approach by bargaining unit are as follows: 1 Submitted into the public record in connection with item BH.1 on 09-10-09 Priscilla A. Thompson City Clerk Bargaining Unit Anticipated Salary Savings IAFF $5,723,030 FOP $5,527,477 AFSCME 19071 $3,721,773 AFSCME 8712 $ 282,999 Total(s): $15,255,279 As of this writing, each of your bargaining -units, with the exception of AFSCME 871 who has proffered a revised structure, has rejected this tiered reduction proposal and the concept of salary reductions generally as a mechanism to help bridge the projected budget deficit for 2010. Scheduled Across -the -Board ("ATB") Salary Increases Similarly, my administration has asked that each bargaining -unit consider foregoing scheduled ATB increases due on Oct. 15L, 2009. However, their proposal is not sufficient to offset the required salary savings and is contingent upon the administration agreeing to no additional layoffs. 2 Ibid. 3 IAFF's offer is contingent on the City agreeing to extend its existing contract.
