On the 10th day of September 2009, the City Commission of the City of Miami, Florida,
met at its regular meeting place in City Hall, 3500 Pan American Drive, Miami, Florida, for
its first budget hearing session. The meeting was called to order by Chair Sanchez at
5:08 p.m., recessed at 9:58 p.m., reconvened at 10:41 p.m., and adjourned at 12:00 a.m.

DISCUSSION ITEM
FIRST PUBLIC HEARING TO DISCUSS THE PROPOSED MILLAGE RATE
AND TENTATIVE BUDGET FOR FISCAL YEAR 2009-2010.
THE PROPOSED GENERAL OPERATING MILLAGE RATE OF 7.6740 FOR
THE CITY OF MIAMI FOR THE FISCAL YEAR BEGINNING OCTOBER 1,
2009 AND ENDING SEPTEMBER 30, 2010 IS 14.66%LOWER THAN
ROLLED -BACK RATE OF 8.9918.
CITY COMMISSION LISTENS AND RESPONDS TO CITIZENS'
COMMENTS REGARDING THE PROPOSED MILLAGE RATE.

DISCUSSED
Direction by Vice Chair Spence -Jones to the Administration to continue to work with
AFSCME Local 1907 on an incentive program for employees in the Deferred Retirement
Option Program (DROP) to separate from the City in order to reduce the number of
employees to be laid off in the proposed budget, and to come back with a proposed
resolution at the second budget hearing currently scheduled for September 24, 2009.
