In recent online postings, the military has asked pri- vate security companies to protect traveling convoys and guard U.S. bases in trou- bled southern provinces such as Helmand and Kanda- har. And if truckers hired to transport fuel for the mili- tary want protection, they can hire their own armed guards, the military says. BUSH'S EXPANSION The Bush administration expanded the use of such companies with the onset of the wars in Iraq and Afghan- istan because it can save the military time and money. But the practice lost much of its appeal with Congress after September 2007, when five guards with what was then called Blackwater Worldwide — the company recently changed its name to Xe — opened fire in a crowded Baghdad square and killed 17 Iraqis. "From a Sheila (Islamic law) staudpomt, you must not travel abroad," they added, saying it was part of their role as Islamic scholars to advise the president on matters that affect the lives of Muslims in the country. On March 4, the ICC issued m arrest warrant for Bashir on charges of war crimes and crimes against humanitya in Darfur,vast arid region in Sudan's west where a civil war has claimed up to 300,000 lives and dis- placed 2.7 million people.
