1 As required bySection.255.20; Florida Statutes, and in accordance with
I Section 18-85 (a) of the City Code of the City of Miami, -the . City

conduct a public hearing in the -Commission Chambers of Miami City

the public's best interest to waive competitive sealed bids in connection
with the construction of additional restroom capacity, generator, site
• lighting and a fire alarm system and the installation of other life safety
equipment required by the City of Miami Building Department for the
renovation of- the Bayfront Park Amphitheater (the "Amphitheater
Improvements°) located at 301 North • Biscayne; Boulevard, Miami,
Florida 33132 and authorize the award of the Amphitheater
Improvements to HITT Contracting, Inc., a 'appropriately_ licensed
contractor uniquely - qualified to- undertake the Amphitheater
Improvements because HITT Contracting, Inc. is currently ' under
contract at an adjacent area of Bayfront Park to perform work affiliated
with the Amphitheater at Bayfront -Park per F.S.- 255.20. The
Amphitheater Improvements . are estimated to cost $500,000 to ,be
funded: by The Bayfront Park Management Trust. •The Amphitheater•
Improvements are located at the Amphitheater at Bayfront Park.

WASHINGTON — The
military buildup in Afghani-
stan is stoking a surge of pri-
vate security contractors
despite a string of deadly
shootings in Iraq in recent
years that has called into
question the government's
ability to manage the guns
for hire.
In recent online postings,
the military has asked pri-
vate security companies to
protect traveling convoys
and guard U.S. bases in trou-
bled southern provinces
such as Helmand and Kanda-
har. And if truckers hired to
transport fuel for the mili-
tary want protection, they
can hire their own armed
guards, the military says.
BUSH'S EXPANSION
The Bush administration
expanded the use of such
companies with the onset of
the wars in Iraq and Afghan-
istan because it can save the
military time and money.
But the practice lost much of
its appeal with Congress
after September 2007, when
five guards with what was
then called Blackwater
Worldwide — the company
recently changed its name to
Xe — opened fire in a
crowded Baghdad square
and killed 17 Iraqis.
Now, as President Barack
Obama plans to send more
U.S. personnel to Afghani -
tan to boost security and
diplomatic efforts, more
contractors are preparing to
deploy, even though serious
questions remain as to how
these private forces are man-
aged, when they can use
deadly force and what hap- '..
pens if they break the odes.
'We understand the difft-
culty of providing for the
security of the Department
of Defense facilities," Sen. i
Carl Levin, chairman of the
Senate Armed Services
Committee, wrote to
Defense Secretary Robert
Gates on Dec. 9.
"However, the proposed
contract appear ppear to
dramatically expand the use
of private security contrac-
tors in Afghanistan," Levin
said, adding that the reliance
on contractors in Iraq
resulted in widespread
abuses."
Levin, D-Mich., wrote to
Gates after The Washington
Post reported on the con-
tract bid for armed guards at
U.S. bases in southern
Afghanistan
Complicating matters is
that the armed guards hired
in Afghanistan most likely
won't be US. citizens. Some
lawmakers worry that arm-
ing non -US. citizens to pro-
tect American bases or con-
voys poses a security risk in
a country rife with corrup-
tion and on the defensive
against the Taiiban.
ON THE DEFENSIVE
Gates defended the prac-
tire in his Feb.17 response to
Levin. "The use of contrac-
tor security personnel is
vital to supporti og the for-
ward -operating bases in cer-
tain parts of the country and
in continuing our efforts to
employ local nationals'
whenever possible," the
Pentagon chief said.

ARRESTS
The international commu-
nity responded by cutting off
aid and freezing Guinea's
membership in the African
Union. But the world's snub
of the junta is perplexing to
most Guineans, who see
Camara as a kind of Robin
Hood — punishing those
most responsible for the
country's perpetual poverty.
He appears nightly on TV, sit-
ting in his waiting room
across from members of the
former regime, whom he
scolds for leading ostenta-
tious lives at the expense of
Guinea's poor.
While his arrests of cor-
rupt officials have won him
admiration, his love for the
TV spotlight and his insis-
tence on broadcasting his
rambling, multi -hour tirades
have some wondering if
Guinea is on the brink of
another dictatorship. In top
ministries, wall -sized por-
traits of Camara have
replaced the long -hanging
image of the last ruler, who
also came to power in a coup
promising reform.
"It is possible that he is sin-

'But what if he is sincere and
dangerous? Young men in
power usually go wrong."
POWER VACUUM
Guinea's long -ruling presi-
dent, Lansana Conte, died on
Dec. 22, leaving a power vac-
uum in a country that had
known only one other ruler
since independence in 1958.
Conte's inner circle,
including numerous wives
and dozens of children, lived
in rococo villas and traversed
the capital's potholed roads in
eye-catching SUVs. During
Conte's quarter century in
office, Guinea's people
became poorer, sliding to
No. 167 out of 179 countries
ranked on the U.N: s develop-
ment index. The president
used the country's Central
Bank as his personal savings
account, arriving in a motor-
cade and waiting as bags of
cash were loaded into his car.
Hardly anyone had heard
of Camara, an army captain in
his 40s, until Dec 23, when
his men broke down the glass
dons of the state TV station.
He announced that the con-
stitution had been dissolved
and that the 0ouatry was

ruled by a military junta
THE 'DADIS SHOW'
The budget audits began
on TV last month.
In one session, Camara
lost his temper with Bakery
Thermite, the former head of
the country's and -drug unit.
"These drugs that you
seized, did you resell them?'
Camara asked — and then
exploded when Thermite
tried to duck. "It's simple.
Answer mei If not, I think
we're going to pass the whole
night here.... I am allergic to
lied" These outbursts are
lapped up by the people of
Guinea, population 10 million.
Housewives say they prefer
watching Camara to their
favorite soap opera Even top
Western diplomats say they
can't unglue themselves from
the "Dadis Show."
It's as if you're at the the-
ater. It's astonishing," says a
European diplomat. "I've
never seen anything like it"
TIGHT SECURITY
Camara rarely leaves the
barracks, which have become
his de facto office. People
me to see him. His aides
refer to the barracks — and
specifically the waiting room
as "the presidency."
Soldiers with guns guard
the stairs outside and each
side of the door inside. Rows
of leather couches face a �-
white couch where only the
president is allowed to sit.
Two more soldiers sit outside
the entrance to the presi-
dent's bedroom.
Businessmen and foreign
delegations are told to arrive
by noon. They wait all day,
sometimes falling asleep dou-
bled over on the couches.
No one seems to know
why the president sleeps all
day and emerges at night, but
there is speculation that he
fears a countercoup, which in
this part of the world tends to
happen at night.
SUDAN
Fatwa urges president to avoid summit

Sudan's Islamic scholars have
umed a religious edict calling
on the president not to travel
I to an Arab summit because of
the international warrant

charges, state media reported

The scholars' fatwa, a non-
binding religious opinion,
joins increasing calls in Afri-
ca's largest nation for Presi-
dent Omar al Bashir to skip
the summit in Qatar at the
end of this month for fear of
an attempt to implement the
crest warrant issued by the
International Criminal CourL
'The enemies would like
to see us split and thrown to
the four winds, and if you are
harmed then the whole nation
would be affected," the schol-
ars argued in thew fatwa.
"From a Sheila (Islamic
law) staudpomt, you must not
travel abroad," they added,
saying it was part of their role
as Islamic scholars to advise
the president on matters that
affect the lives of Muslims in
the country.
On March 4, the ICC
issued m arrest warrant for
Bashir on charges of war
crimes and crimes against
humanitya
in Darfur,vast
arid region in Sudan's west
where a civil war has claimed
up to 300,000 lives and dis-
placed 2.7 million people.
Only a few Arab countries
are bound by ICC rules, and
the Arab League has publicly
stated that Bashir would be
welcome to the March 27
summit to be held in Doha,
the Qatari capital. Arab
League chief Amr Moussa
said last week that the 22-
nation group would not net on
the arrest warrant.
Despite the calls for him to
stay home, the Sudanese pres-
ident said he will attend the
summit.
"I insist on takingthat
