NOTICE OF SPECIAL COMMISSION MEETING.
Pursuant to Section 2-33 of the Code of the City of Miami, Florida, as amended,
Mayor Manuel Diaz has called a special meeting of the Miami City Commission
on March 4, 2099 at 9:00 AM, at Miami City Hall located at 3500 Pan American
Drive. The purpose of this meeting is to deliberate on Proposed Definitive'
Agreements among the City, Miami -Dade. County and Florida Marlins related
'to a Proposed Baseball Stadium and to consider amending the Interlocal
Agreement related to the amount of the Convention Development Tax Funds
(CDT) payable by the County to the City in connectionwith the development of
Parking Facilities for the Stadium at the former Orange Bowl Site.
At the recent February 13,. 2009 Special City Commission meeting; the City
Commission continued the above -referenced items to the City Commissions'
regularly calendared meeting of March 12, 2009. The herein published notice
informs the public that these items will now be considered on March 4, 2009
instead of March 12, 2009. No other business shall be conducted outside of
that indicated above. /
All interested persons may appear at the meeting and may be heard with
respect to this matter. Should any person desire to appeal any decision of the
City Commission with respect to any matter to be considered at this meeting,
that person shall ensure that a verbatim record of the proceedings is made '
including all testimony and evidence upon which any appeal may be based
(F.S. 286.0105).
In accordance with the Americans with Disabilities Act of 1990, persons,
needing special accommodations to participate in this proceeding maycontact
the Office of the City Clerk 'at (305) 250-5360 (Voice) no later than two (2)

in the Broward County jail on
Friday for not having a medi-
cal license in the state.
But that punishment was
not nearly enough, said the
victims of Gregorio Nosov-
sky. who worked at the West-
on -based Advanced Center
for Cosmetic Surgery in 2004.

came to the center looking to
improve [heir appearance.
The center was actually run
• by his older brother, Isaac,
who was a state -licensed phy-
sician.
But Gregorio Nosovsky,
62, crossed the line when he
started prepping patients for
surgery and prescribing drugs
to deal with the post -surgery
pain, prosecutors said.
Many of the women, who
spent thousands of dollars to
get breast implants, breast
reductions or liposuction, had
to spend thousands more to
get corrective surgery.
'A MONSTER'
Gregorio Nosovsky, who
has a medical license in Mex-
ico, claims his brother per-
formed the surgeries.
Katiuscia Edme, 34 went to
Nosovsky for a breast aug-
mentation on Valentine's Day
2004 and has spent more than
810.000 to fix complications
from the surgery.
• She has lost much of the
strength in her upper body

scles, she said.
• "He's a monster,' Edme
said. "I saved up since I was 15
years old for my surgery. I
went to Weston, not a
butcher shop."
About 39 women have said
they've had complications
from surgeries performed by
Nosovsky. but prosecutors

been difficult to prove that he
was the person wielding the
surgical knife.

Five women testified in
court Friday, and all talked of
how Nosovsky posed as
doctor, even wheeling them
into operating rooms just
before their procedures.
DECEPTIVE LOOKS
Nosovsky certainly
dressed the part, prosecutors
said.
He often wore a white lab
coat with the name tag "Dr.
Nosovsky' and also had busi-
ness made up display-
ing that title.
"What he did was an ani-
mat act,' said Marta Gonza-
lez, who last part of her breast
during a procedure she claims
was performed by Gregorio
Nosovsky.
"I have terrible night-

Last month, Nosovsky
pleaded guilty in exchange for
the lighter sentence. Practic-

The City Manager will present .written findings to the City Commission
which shall -contain reasons supporting the conclusion that competitive.
sealed bidding is not practicable or advantageous to the City, which
finding must be ratified and the contract award approved by an affirmative
vote of four -fifths 4/5th of.the City Commission.
All interested parties may appear and be heard at the time and place
specified.
This waiver of competitive sealed bidding had been previously advertised
to be heard •at a hearing which was continued to March 12,2009. It will
now be considered at the Special Meeting of the Miami City Commission
on March 4, 2009 instead of March 12, 2009. •

Tuesday in Miami.

As a world-renowned
physician, Dr. Paul Farmer
has brought his approach to
public health to some of the
most gut -wrenching places
in the world.
On Tuesday, he brought
that approach — and the les-
sons it offers — to the Uni-
versity of Miami Miller
School of Medicine.
"We cannot move for.

without social medicine,"
said Farmer, who touts not
just treating illnesses but
understanding and attacking
social and economic condi-
tions in order to make treat-

In Haiti, where Farmer
has worked for the past 25
years, that means not just
providing drugs to HIV -in-
fected patients but also
ensuring they have clean
drinking water and zinc
sheeting for thew homes and
helping to strengthen the
public health system by
rebuilding hospitals and
training local doctors.

Pursuant to Section 2-33 of the Code of the City of Miami, Florida, as amended, Mayor Manuel Diaz

got into his Ford truck and
rammed them at the intersec-
tion of Broadmoor and the
Boulevard of Champions,
Moschella said.
No one was hurt.
Noreiga called 911 as Mev-
on drove back to his home
on three tires.
When investigators
arrived at Neversoo's house,
his damaged car was in the
carport, Moschella said.
The BSO SWAT team

Meanwhile. Neverson was
sending texts to his ex -girl-
friend's cousin, saying he was
inside the home. Moschella
said.
After several hours oftry-
ing to contact Neverson, the
SWAT team entered the
home. Neverson was not

Pursuant to Section 2-33 of the Code of the City of Miami, Florida, as amended, Mayor Manuel
Diaz has called a special meeting of the Miami City Commission on March 19., 2009 at
9:00 AM, at Miami City Hall located at 3500 Pan American Drive. The purpose of this meeting is
to deliberate on Proposed Definitive Agreements among the City, Miami -Dade County and Florida
Marlins related to a Proposed Baseball Stadium and to consider amending the Interlocal Agreement
related to the amount of the Convention Development Tax Funds (CDT) payable by the County to
the City in connection with the development of Parking Facilities for the Stadium at the former
Orange Bowl Site.

PUBLIC NOTICE
As required by Section 255.20, Florida Statutes, and in accordance with the Section 18-85 (a) of the City Code of the
City of Miami, the City Commission of the City of Miami. Miami -Dade County, Florida, will conduct a public hearing in
the Commission Chambers of Miami City Hall, 3500 Pan American Drive, Miami, Florida, on Thursday, March 19, 2009
at 9 a.m., to consider whether it is practicable or advantageous and in the public's hest interest to waive competitive
sealed bids in connection with the construction of public infrastructure associated with the proposed Florida Marlins
stadium (the "Public Infrastructure Work") and authorize the award of the Public Infrastructure Work to Hunt/Moss, a
Joint Venture. The Public Infrastructure Work is estimated to cost $24,000,000 (to be funded by Miami -Dade County
and the City of Miami). The Public Infrastructure Work is located in the vicinity of NW 7 Street and NW 14 Avenue,
Miami, Florida (the site area of the former Orange Bowl). -
The City Manager will present written findings to the City Commission which shall contain reasons supposing the
conclusion that competitive sealed bidding is not practicable or advantageous to the City,which finding must be
.ratified and the contract award approved by an affirmative vote of tour —fifths 4/5. of the City Commission.
All interested parties may appear and be heard at the time and place specified.
This waiver of competitive sealed bidding had been previously advertised to be heard at a hearing which was continued
to March 12, 2009. It will now be considered at the Special Meeting of the Miami City Commission on March 19, 2009
instead of March 12, 2009.
Persons who decide to appeal any decision made by any City Commission with respect to any matter considered at
