Chinese prime minister
target of protester's shoe
From Miami Herald w.re Services
CAMBRIDGE — A protester hurled abuse then a shoe at
China's prime minister Monday while he delivered a speech
on the global economy at Cambridge Uni-
ve
rsity at the end of his trip to Britain.
The protester leapt up front his seat
near the back of an auditorium, blew a
whistle and yelled that Prime Minister
Wen Jiabao was a "dictator" before throw-
ing the shoe toward the stage. "How can
this university prostitute itself with this
dictator here? How can you listen... to
him unchallenged?" the man shouted.
Like when an Iraqi reporter threw his
shoes at former President George W. Bush in December, the
gray athletic shoe missed its intended target.
Unlike Bush, Wen, who was standing on a stage behind a
lectern, did not need to duck. Ile paused fora few seconds
before continuing. An aide quietly stepped onto the stage,
picked up the shoe and took it away.

HEAVY SNOWFALL PARALYZES LONDON
LONDON — It was hardly a blizzard, but it still shut
down the city that beat the Blitz.
The biggest snowfall to hit London in 18 years idled its
red buses and Underground trains Monday, stranded thou-
sands of airline passengers and raised the question of why a
predicted storm caught authorities so unprepared.
Transit officials had nearly a week to get ready. but they
failed to keep things running normally in the capital, buried
under more than four inches of snow overnight and four
more in the afternoon. Londoners who needed to go some-
where couldn't'— unless they were willing to walk for miles.
All five of the capital's airports briefly shut down — with
nearly 800 flights canceled during the day. An international
flight skidded off a taxiway at Heathrow: no one was hurt.

LIBYA'S GADHAFI NAMED TO HEAD AFRICAN UNION
ADDIS ABABA — Moammar Gadhafi of Libya has been
elected leader of the African Union. a position long sought
by the dictator who wants to push his oil -rich nation into
the international mainstream after years of isolation.
Godhafi, once ostracized by the West for sponsoring ter-
rorism, has been trying to increase both Libya's global stat-
ure its regional influence — mediating African conflicts.
sponsoring efforts to spread Islam on the continent and
pushing for the creation of a single African government.
Still, some African leaders offered tepid praise for the
choice. Rights groups called him a poor model when demo-
cratic gains are being reversed in some African countries.

Although there were Ole-

complaints seemed more seri-

most families own guns and
where tribes maintain their
own reed forces.
Tribal groups, known as
Awakening Councils, had
hoped to win power in Anbar,
believing they were entitled
because of their contribution
to routing al Qaeda.
