Speaker mum amid criticism 1M Florida House Speaker Ray Sansom is saying little in public and refusing to address the controversy over his new job at a college that received extra state funding. BY ALES LEARY T . e,ald Talunxssee Bureay TALLAHASSEE — House Speaker Ray Sansom's prow- ls for securing millions in tax money for his local col- lege is about to be put to the test. Though Northwest Flor- ida State College, which now employs Sansom, wants S13 2 million in the upcoming Fiscal year. the Department of Education is requesting only S748,000, according to records In the past, a small c stnction budget for the school has not stopped the Desna Republican. During the last two years, when he as the House's top budget writer, Sansom helped the college get 835 million above what had been budgeted. But now Sansom is embroiled in controversy over taking a S110.000 job at the college on the same day he was sworn In es House Speaker. The outcry hit a personal note Wednesday when San- som'" friend. ex -congress- man and MSNBC Morning Joe host Joe Scarborough. CRIME wrote nscathing opinion piece inthe Pensacola News Journal Sansom "has been a friend of mine and a political ally since I first ran for Congress in 1994. But like Illinois Gov. 'It is maddening to see what power does to some Since Sansom took the unadvertzsed college job, it has been revealed that he had dose contact with his new boss last year while he worked quietly to arrange additional funding for the school and also to pass legis- lation that created a state col- lege system that includes Northwest Florian State Col- lege. Sansom has said little about the controversy and on Tuesday and Wednesday, while the House held budget meetings, the new speaker did not respond to repeated requests from the capital press corps for interviews. Oftentimes, thieves will smuggle such electronics out of the country to Central or South America, Gomez said. But disposable income is a rarity in this tight economy, and non -necessities — even below -cost, stolen goods — o be the first expense to go. The rough economic cli- mate has led to a spike in property crimes in Dotal, like many municipalities. Gomez added. Sansom's daily schedule showed one meeting after another on Tuesday and Wednesday. Sansom's predicament is highly distressing to his col- leagues — even Democrats who say the speaker is a gen- uinely nice guy. They worry that Sansom, by refusing to address the criticism, is doing long-term damage to the House as an institution. "We're concerned about the image of the Legislature, but w also concerned about a colleague," said Rep. Big Heller. D-St. Petersburg. Heller, 73, is a tenured professor of special educa- tion at the University of South Florida's St. Petersburg campus and Is a former dean of the campus. As a career educator long beiorehe entered politics, he said of Sansom's college job: "I would have probably not taken that position" Rep. "He did nothing illegal," said Rep. Ron Reagan R-Bra- mayn. "While it seems he have helped himself, he was serving his own area as best he could. 1 support him 100 pereem." Sansom has previously said the budget process is transparent d the final spending plan is voted on by the House and Senate before standing up to Gov. Charlie Crist's veto power. Now, however. the con- troversy over his new job may make it difficult to over- come budget problems. The quiet way he took the job as college administrator, and his cord ofadding funding for that school late in the budget process, after public commit- tee hearings, seem to counter the idea of transparency. Sansom met socially Tues- day in the members' private dining room, and seemed to be in good spirits, according to Rep. Ron Saunders, D-Key West. But like other lawmak- ers, Heller senses Sansom retreating into the speaker's suite, walled off from the media and rarely vearuring into public at a time when he should be exhibiting bold, aggressive leadership. "You can't retreat too far," Heller said. "The co going to hit him pretty soon." Times/Herald staff writer Steve Bousquet contributed to this report. BY MARC CAPUTO Y r Ullman lal'anass. Siena! TALLAHASSEE — Fresh from cutting up to 5123 mil- lion in spending. the Miami - Dade School Board has taken its case to the state Capitol to spread the word: Don't cut classroom spending any m The School Board also wants legislative authority to take tax collections ear- marked for building end maintenance and use the money on operations and administration instead. That would inject about another S100 million into the classroom "During a hurricane, we all come together. Well, we're in an is hurricane, a real budget crisis." said School Board member Ranier Diaz de la Portille. "We're looking at laying off 3.000 people, putting them on the street, if we don't get some help," he said. "We're not looking for money. We're looking (or flexibility and local control" BIG BUDGET SHORTFALL But in a season when law- makers plan to fill a S23 bil- lion budget hole, the School Board's arguments about pro- tecting the classroom might not be enough. Miami Republican Rep. David Rivera, who oversees education spending in the House, estimated that schools statewide could face 5500 million in cuts at a special ses- sion slated to begin Jan. 5. Rivera said the picture will become dearer in the coming weeks, but the situation isn't expected to improve. Florida's budget is bleed- ing money, affecting virtually every aspect of state spend- ing. The circumstances are so bad that even Republicans are starting to say at committee meetings that it's time to raise new revenue. Miami Republican Rep. Juan Zapata said he'd like leg- islators to raise the state's 34- cent tax on cigarette packs to 5L But any tax or fee increase will have to wait for the regu- lar lawmaking session that starts March 3, legislative leaders said. Lawmakers will cut the budget and raid savings accos o help plug this deficit. Education will almost certainly get a reduc- tion. It accounts for half of all spending from what's known as the state's S24 billion "gen- eral revenue" budget — site of the $2.3 billion hole IMAGE PROBLEM For Miami-Dade's school system, the bad economy and budget deficit aren't the only political problems in Talla- hassee. The board has to fend off suspicions from state law- makers who say the district has a reputation for passing out big salaries and sprinkling politically connected jobs into its 53,000-person work force. Miami -Dade schools Superintendent Alberto Car- valho and the five School Board members assured legis- lators that the board's work- force is leaner and the board is re fiscally disciplined than ever, having cut thou- sands of administrative sala- admwhile demoting 440 inistrators to boost the teacher rank.. Miami Rep. Carlos Lopez- Cantem wasn't so sure. "What about the boteiles?" Lopez -Canters asked Car- valho, using a Spanish slang word for a politically con- nected, no-show job. "I want to see the Manilas that were Carvelho said he'd get the representative whatever he anted, including a list of how many employees make mo re than S100,000. Miami's newest represen- tative, Erik Fresen, said the Miami -Dade delegation needs all the data it can get to fend off criticisms from other members. Many lawmakers from rural areas view Miami -Dade s a black hole into which tax- payers throw money. though Miami -Dade probably uses less tax money than it sends to Tallahassee. Diaz de la Portilla, a mer. legislator who once employed Fresco as an aide, said he understood the con - ern. 'Tallahassee doesn't know the whole stop. It uses outdated facts and outdated statistics against us." BYALEX LEARY iM/He, aldla1Wnassee Bureau TALLAHASSEE — House Speaker Ray Sansom's prow- ess for securing millions in tax money for his local col- lege is about to be put to the test. BY MARC CAPUTO eraltln, mai 1 al:anafaea Bureau TALLAHASSEE — Fresh from cutting up to S123 mil- lion in spending. the Miami - Dade School Board has taken its case to the state Capital to spread the word: Don't cu classroom spending any m The School Board also wants legislative authority to take tax collections ear- marked for building and maintenance and use the money on operations and administration instead. That would inject about another $100 million into the classroom "During a hurricane, we all com e Well, we're in an economic urrio ne. a real budget crisis." d School Board member Renier Diaz do la Tortilla. "We're looking at laying off3,000 people, putting them on the street, if we don't get some help," he said. "We're not looking for money. We're looking for flexibility and local control" BIG BUDGET SHORTFALL But in a season when law- makers plan to fill a S23 bil- lion budget hole, the School Board's arguments about pro- tecting the classroom might no t be enough Miami Republican Rep. David Rivera, who oversees education spending in the House, estimated that schools statewide could face 5500 million in cuts at a special s.- n slated to begin Jan. 5. Rivera said the picture will become clearer in the comma weeks, but the situation isn't expected to improve. Florida's budget is bleed- ing money, affecting virtually every aspect of state spend- ing. The circumstances are so bad that even Republicans are arcing to say at committee meetings that it's time to raise new revenue. Miami Republican Rep. Juan Zapata said bet like leg- islators to raise the state's 34- cent tax on cigarette packs to SL But spy tax or fee in will have to wait far the regu- lar lawmaking session that starts March 3, legislative leaders said. Lawmakers will cut the budget and raid savings o help plug this accountss deficit. Education will almost certainly get a reduc- tion. It accounts for half of all spending from what's known as the state's S24 billion "gen- eral revenue" budget — site of the 523 billion hole. IMAGE PROBLEM For Miami-Dade's school system. the bad economy and budget deficit aren't the only political problems in Talla- hassee. The board has to fend off suspicions from state law- makers who say the district h as a reputation far passing out big salaries and sprinkling politically connected jobs into its 53,000-person work force. Miami -Dade schools Superintendent Alberto Car- velho and the five School Board members assured legis- lators that the board's work- force is leaner and the board moreis fiscally disciplined than ever, having cut thou- sands of administrative sala- admwhile demoting 440 inistrators to boost the teacher ranks. Miami Rep. Carlos Lopez- Canters wasn't so sure. "What about the botches?" Lopez: Canters asked Car- valho, using a Spanish slang word for a politically con- nected, no-show job. "I want to see the befallen that were cut." Carvalho said he'd get the representative whatever he • nted, including a list of how many employees make more than S100,000. Miami's newest represen- tative, Erik Fresea, said the Miami -Dade delegation Deeds all the data it can get to fend off criticisms from other members. Many lawmakers from rural areas view Miami -Dade s a black hole into which tax- payers throw money. though Miami -Dade probably uses less tax money than it sends to Tallahassee. Diaz de la Tortilla, a far- mer legislator who once employed Fresco as an aide, said he understood the con- cern. "Tallahassee doesn't know the whole story. It uses outdated facts and outdated statistics against us." Marc Caputo can be reached at meaputo@'@ MiamiHeruldcom.
