FROM THE DISTRICT 2'ECONOMIC DEVELOPMENT RESERVE (FISCAL YEAR (''IFY')2OO6'2OO7).AND THE AMOUNT OF$574.DOUFROM THE DISTRICT 2'ECDNOM|CDEVELOPMENT RESERVE (FY2OU7-20OO).FOR THE TOTAL AMOUNT 0F$O08.O0O; ALLOCATING SAID FUNDS, TOTHE AGENCIES SPECIFIED |N"ATTACHMENT 8.''ATTACHED AND INCORPORATED, FOR ECONOMIC DEVELOPMENT ACTIVITIES |NDISTRICT 2)NTHE 33RD PROGRAM YEAR BEGINNING OCTO8ER1.2OO7; AUTHORIZING THE CITY MANAGER TOEXECUTE AGREEMENT(G).|NSUBSTANTIALLY THE ATTACHED FDRM(S)'WITH SAID AGENCIES, FOR SAID PURPOSE. YVHEREAS.fedora|regu|ationnrequinemaCxyofMiami("Cityltopmvideanopportunhyhx citizen participation in the planning process for the United States Department of Housing and Urban Development ("U.S HUD") related grant activities; and WHEREAS, on February 18, 2005, a Request for Proposal ("RFP") was issued for agencies to provide economic development activities for a one-year period with the option to extend such contract for an additional year, which would be contingent on the availability of funds, and the agency having met their contractual obligations; and WHEREAS, on April 13, 2007, an RFP was issued for the purpose of implementing projects for_ Economic Development activities in District 2 and District 5; and WHEREAS, nnMay 11.2UD7.District 2decided tpre-open the RFP0oreceive additional proposals for Economic Development activities in District 2, and said RFP was available to the public onMay o4.2OOr;and WHEREAS, pursuant ^oResolution No. D7-0315.adopted June 12.2OO7.the City Commission allocated atotal amount o/$3.9OO.O00 /n 58rd Program Year Community Development Block Grant ("CDBG") funds to all agencies providing economic development activities, except for those agencies providing services in District 2, further authorizing that said agencies would be funded after the District 2-RFPprocess was complete; and WHEREAS, outhis time the District 2RFPprocess iscomplete and the agencies listed on "Attachment A'are being recommended for hunding�and WHEREAS, the Administration recommends the transfer o[funds inthe amount of$314.00\from the District 2'Economic Development Reserve (Fiscal Year (^IFY'')2OOO'2OO7). and the amount of $574.O0O.from the District 2'Economic Development Reserve (FY20D7'20O8).for the total amount of $888,000. to the agencies specified in "Attachment A," attached and incorporated, for economic development activities in District 2 in the 33rd Program Year beginning October 1, 2007; City of Miami Page I of 2 Printed On: 812912008 File Number: 07-01055 Enactment Number R-07-0488 NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The transfer of funds, in the amount of $314,000, from the District 2- Economic Development Reserve (FY 2006-2007), and the amount of $574,000, from the District 2- Economic Development Reserve (FY 2007-2008), in the total amount of $888,000, to the agencies specified in "Attachment A," attached and incorporated, for economic development activities in District 2 in the 33rd Program Year beginning October 1, 2007, is authorized. Section 3. The City Manager is authorized {1} to execute Agreement(s), in substantially the attached form(s), with said agencies, for said purpose. Section 4. This Resolution shall become effective immediately upon its adoption and signature of the Mayor.{2} Footnotes: {1} The herein authorization is further subject to compliance with all requirements that may be imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter and Code provisions. {2} If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days from the date it was passed and adopted.
