RECOMMENDATION:
Based on the findings below, the City of Miami ("City") Department of Procurement ("Procurement") hereby
recommends that the referenced contract be awarded to Ric -Man International, Inc. ("RMI"), who has been
deemed the lowest responsive and responsible Bidder for ITB No. 23-24-008, South Bayshore
Lane/Fairview Pump Station - Project No. 30737 ("Project").
BACKGROUND:
On November 30, 2023, Procurement issued an ITB solicitation through the Periscope (BidSync) System
under full and open competition to obtain bids from qualified firms. On January 10, 2024, Procurement
received two (2) bids in response to the solicitation (see attached Bid Security List).
Pursuant to the solicitation, Bidders were required to have 1) a current Certified General Contractor
("CGC") license from the State of Florida AND have a current Florida Water Well Contractor License OR
have a subcontractor with a current Florida Water Well Contractor License AND have a minimum of five
(5) years' experience under its current business name; and 2) Have experience as the Prime Contractor
for at least three (3) ongoing or completed pump station projects of comparable scope, scale, and
complexity as the Project within the last seven (7) years; one (1) of the submitted projects must have
included construction of a stormwater pump station of comparable scope, scale, and complexity and one
(1) of the submitted projects must have included right-of-way ("ROW') paving and drainage. The CGC
must have a proven track record of coordination with and between all applicable trades including, but not
limited to, structural, mechanical, plumbing, and electrical, as it may be required during the construction of
the Project; and 3) the submitted reference projects had to demonstrate that i) the CGC was the General
Contractor for the project; and ii) the CGC self -performed at least thirty percent (30%) of the physical labor
construction work for the project.
FINDINGS:
Procurement conducted a due diligence on the bids received, following the guidelines published in the
solicitation. As a result of such effort, the apparent lowest bidder, RMI was deemed responsive and
compliant with the minimum requirements stipulated in the "Notice to Contractors," and demonstrated the
required prior experience in projects of comparable scope, scale, and complexity similar to the ones to be
completed for the Project. Accordingly, RMI was deemed the lowest responsive and responsible Bidder.
The City's Resilience and Public Works ("RPW") reviewed and evaluated RMI's bid and compared it with
the probable construction cost estimate prepared by A.D.A. Engineering, Inc., the Engineer of Record
("EOR"). On March 1, 2024, a Best and Final Offer (BAFO) Letter was sent to RMI, and a response was
received on March 4, 2024. At the Negotiation Meeting on March 21, 2024, RPW discussed with RMI

certain line items that exceeded the construction cost estimate, although the bid proffered by RMI remained
unchanged. On April 16, 2024, RPW accepted RMI's bid proposal as reasonable based on current market
conditions in the construction industry and recommended to award the Project to RMI, pending outcome
of a Community Outreach meeting scheduled for May 16, 2024. On May 20, 2024, RPW cleared the
contract award to move forward.
Based on the above findings, Procurement hereby recommends that the Project be awarded to RMI as
shown below:

CONTRACT EXECUTION:
Accordingly, Procurement hereby requests authorization to prepare a contract with RMI upon approval by
the City Commission. The contract amount is $8,776,415,95 for the Scope of Work, plus an Owner's
Contingency Allowance in the amount of $877,641.60 for a total contract value of $9,654,057.55. Your
signature below indicates your approval of Procurement's recommendation.
