A Resolution of the City of Miami Commission approving the recommendation of the Acting Director
of Economic Development's decision to reject Miami River Lobster and Stone Crab Corporation's
("Miami River Lobster") protest of the recommendation by the Evaluation Committee for the Request
for Letters of Interest (RFLI) for the use of 236 SW N. River Drive, Miami, Florida; and approving
the decision to reject the protest of Miami River Lobster in connection with said RFLI on the subject
property as such protest has been determined to be without merit.

Abject: Resolution of Request for Letters of Interest (RFLI) Protest for 236 SW N. River Drive.
Miami. Florida.
The City of Miami issued a RFLI for the use of 236 SW N. River Drive, Miami, Florida on April 22,
2005 and accepted four (4) responses to this RFLI. The Evaluation Committee selected by the City
Manager voted to recommend Garcia Brothers Wholesale, Inc. as the highest ranked proposer on June 6,
2005, which recommendation was concurred with by the City Manager. Miami River Lobster, a
competing proposer for said RFLI, submitted a combined Letter of Intent to Protest and Protest of the
award recommendation by the City Manager on July 11, 2005, within the applicable time -frame after the
City Manager's announcement.
Pursuant to the Acting Director of Economic Development's delegated authority to handle protests of
RFLI awards for real property (Code Section 18-176-3), the Acting Director of Economic Development
investigated the facts and determined that the protest lacked merit, as detailed in the attached letter.
