HomeMy WebLinkAboutSubmittal-James Torres-Joint StatementSubmitted into the public record for item(s) D.•2 on =1 City Clerk F Downtown Neighbors Alliance A JOINT STATEMENT ON THE MIAMI SCOOTER PILOT BY BISCAYNE NEIGHBORHOODS ASSOCIATION AND DOWNTOWN NEIGHBORS ALLIANCE June 22, 2021 The BNA and DNA recognize the importance of providing "last mile" micro -mobility solutions and have been monitoring the various iterations of the scooter pilot in the City of Miami. Having observed and documented many concerns, the BNA and DNA support the continuation of the scooter pilot under the following conditions: 1. Require the exclusion of city and county parks from permissible riding areas via geofencing. 2. Lower the maximum speed to 10 miles per hour city-wide for as long as scooter riding is permitted on sidewalks; continue to enforce the revised limit on overall number of scooters and the number of scooters per city block. 3. Require operators to disallow ride termination away from a designated scooter corral if there is such corral present within one city block; set and announce schedule for installing at least 500 virtual and physical scooter corrals by June December 2021, 4. Clarify who is responsible for enforcement against underage riding, dangerous riding and uncorralled parking, and allocate appropriate resources to perform this task. 5. Require operators to allow riders to report safety issues through the app, which will immediately disable the scooter until serviced; impose a $1,000 fine per scooter that doesn't break from full speed to a full stop in 10 feet or less; require spot checks for break safety. 6. Create a separate account to receive all scooter program revenue and mandate it can only be used for bike lane infrastructure and/or sidewalk expansion. Require supermajority requirement before those funds can be used. 7. Set and announce schedule for creating bike lanes in the greater downtown Miami; set and announce schedule (included in the RFP) for prohibiting all electric scooter and bicycle riding on sidewalks. 8. Provide a draft of the scooter RFP for community discussion and comments before it is placed on the City Commission agenda. If the City is unable or unwilling to implement these conditions, the BNA and DNA support the suspension of the scooter program until the City of Miami is willing and able to provide sufficient infrastructure, technology and enforcement to allow a scooter program to operate safely while co- existing with residents, pedestrians and property owners.
