Subject: Authorizing a contract for Evaluation Services of the Miami NICE Initiative
Purpose of Item:
It is respectfully recommended that the City Commission adopt the attached Resolution to accept the
highest ranked firm, Biscayne Research Group, Inc. to the MiamiNICE RFQ 2008-1; and, authorizing
the City Manager to negotiate and execute a Professional Services Agreement for one year with the
option to renew for additional one (1) year period, in an amount not to exceed $49,000 for year one
and a not to exceed amount of $38,000 for year two, for a total not to exceed contract amount of
$87,000 to perform Evaluation Services of the Miami NICE Initiative as a condition of the
Compassion Capital Fund Demonstration Grant Award from the U.S. Department of Health Human
Services.

BACKGROUND INFORMATION
The City of Miami was awarded from the Department of Health and Human Services (DHHS) the
Compassion Capital Fund Demonstration Grant in the amount of $500,000 per year for three (3) years for
the Miami NICE Initiative, a capacity -building program for Faith -based and Community Organizations
(" FCBOs") in the community. A formal external third party program to evaluate the entire Miami NICE
Initiative is a requirement of the grant award by the DHHS to be paid via the CCF Demonstration Fund.
The City of Miami has received proposals pursuant to Miami NICE RFQ 2008-1 for Evaluation Services.
Biscayne Research Group located in Miami -Dade County is the highest ranked of firm to perform said
services.
The Evaluator will evaluate Miami NICE's three year initiative (September 9, 2007 to September 29,
2010).
The first year of the Miami NICE program has been extended. Since year one and year two are running
simultaneously, the firm is needed for two years (November 2008 to September 2010) as the RFQ process
for Consultants occurred late in the first year of the project. Biscayne Research Group, Inc. indicated that
the three year Evaluation will be streamlined into a two year cycle; with $49,000 payable in year one and
$38,000 in year two.
