Evaluation Consulting Scope of Services

Introduction
The City of Miami seeks to engage an evaluation consultant to assist with the overall
evaluation of the Miami NICE initiative and the communication of results to the federal
funder and local partners. The main components of this evaluation effort includes: (a)
outputs from major activities including community training, one-on-one technical
assistance, and sub -award grants; (b) sub -award outcomes for the 20-25 organizations
implementing individual capacity -building projects; (c) the effectiveness of the Miami
NICE model; and (d) lessons learned. Key data sources are: organizational
assessments (pre -and post -assessments), consultant documentation, surveys, focus
groups, and interviews.
There will be two major thrusts of this evaluation effort:
1. Planning and coordinating the data collection effort designed to collect the data
required to be reported to the funding agency. Leading the analysis of this data and
the preparation of the required reports.
2. Collecting data and preparing findings aimed at identifying the strengths and
weaknesses of the Miami Nice model and areas of potential improvement during the
course of the project implementation. Additional outputs of this thrust will be a
summative evaluation of the effectiveness of the model and a delineation of the
lessons learned to inform subsequent project replications.
Scope of Services
Activity/Service Deliverable
Document the process of developing and implementing the Miami Nice
project through document review, interviews and focus groups with
project leadership, and questionnaires administered to the project
leadership. This activity will focus on providing an analysis of the
strengths and weaknesses of the Miami Nice process, the collaboration
between the partners, the facilitating and blocking factors encountered,
the mid -course corrections, and the "lessons learned that will provide
guidance for subsequent project replication.

Deliverable
Design data collection methods and forms, develop database(s) and
data entry procedures, provide guidance and training for the
administrative assistant (formerly data entry clerk), provide
instructions/training for the sub -award recipients and Success Partners.
The design of the data collection methods and forms will take into
consideration the needs of both the Federal reporting requirements and
guidance contained in the Federal publications as well as that of the
project leadership. The style and methodology of the data collection will
attempt to assure that all required data and information is collected in
as expeditious and efficient a manner as possible. Consideration will be
given to placing many of the data collection procedures online.
Develop and maintain master schedule of partner activities and
responsibilities relevant to evaluation and reporting and provide
guidance for the conduct of these activities.
Conduct focus group and/or individual interviews and/or site visitations
with select groups of training attendees, grant awardees, and success
partners to determine the relevant issues that relates to the evaluation
of the project.
Develop and administer surveys to the training attendees (follow-up),
grant awardees, and success partners to determine their perceptions
regarding the Miami Nice project, its implementation, and its impacts on
themselves and their organizations.
Analyze the data collected (both quantitative and qualitative).
Provide formal and informal feedback to the project leadership
regarding the progress of the initiatives and any suggestions for
improvement.
Provide data and consulting support for the preparation of required
Semi -Annual reports.
Develop a Sub -Award Outcome Measurement Plan in conjunction with
the grantees.
Provide data and consulting support for the preparation of Sub -award
Plan.

Continuing Funding Application.
Provide a Final report addressing:
1. The process of developing and implementing the project.
2. The performance metrics contained in the evaluation and sub -
award evaluation plans.
3. The major activities and accomplishments of the project.
4. The perceived effectiveness of the Miami Nice project and of its
sub -components.
5. The strengths and weaknesses of the Miami Nice project.
6. The factors that either facilitated or blocked the successful
accomplishment of the goals and objectives of the Miami Nice
project and the mid -course corrections made to address these
factors.
7. The "lessons learned" and recommendations for project
replication guidance.
Final Report
Provide data and consulting support for the preparation of the Federal Federal Final Report
