Evaluation Committee Recommendation
For RFQ No. 06-07-030 Architectural and
Engineering Services for Design of
Club/Restaurant at Melreese Golf Course
FILE:
The City of Miami's Department of Capital Improvements Program (CiP) issued a Request for
Qualifications (RFQ), No. 06.07-030 for the provision of Architectural and Engineering Services for
Design of Clubhouse and Restaurant at Melreese Golf Course. The proposals were to be evaluated
based on six (6) criteria, which were: Proposer's experience and qualifications, experience of Project
Manager, proposer's team experience, design philosophy and process, technical capabilities, and quality
and thoroughness of the RFQ submittal.
In response to the RFQ, six (6) proposals were received by the Department of Capital Improvements
Program. The Evaluation Committee met on December 11, 2007 to evaluate, score and rank the top
three (3) firms based on their qualifications as stipulated in the proposals. The following is the
recommendation for the three short-listed firms.
1. Leo A. Daly Company
2. Borrelli + Partners
3. M.C. Hany Associates, Inc.
CIP is requesting authorization to enter into negotiations with the top ranked -firm to finalize an
Agreement Should negotiations be unsuccessful with the top -ranked firm, CiP will enter into negotiations
with next ranked fkms based on ranking until an Agreement is successfully negotiated. Attached is a brief
synopsis of the Evaluation Committee's findings and their review of each firm's proposal.

Synopsis of Firms and Evaluation Committee's Recommendation
Leo A. Daly
Leo A Daly is a large, multi -discipline Architectural/Engineering firm established in 1915. it has over 20
offices internationally with a local office here in Miami. Leo A. Daly has completed a number of similar
projects as requested in the RFQ. Among them are; River Creek Country Club, Leesburg, VA, DuPont
Country Club, Wilmington, DE, Applecross Golf Clubhouse, Plano, TX, Renaissance Vinoy Resort and
Golf Club/Restaurant, St. Petersburg, FL. Although Leo A. Daly has not completed any projects for the
City of Miami, the majority of evaluation committee members scored Leo A. Daly highest in all categories.
Given their strong team, excellent project manager, similar project experience and international
reputation, the committee feels confident Leo A. Daly is the most qualified to perform the work requested
in the RFQ.
Borrelli + Partners
Borrelli + Partners is an architectural, planning and interior design firm based in Miami and established in
1968. Borrelli is a MBE minority -owned firm that has successfully completed a number of projects for
Broward, Miami -Dade, Palm Beach, Orange, and Volusia counties, including various projects around
south Florida. Similar projects include; Plantation Preserve Golf & Clubhouse, Plantation, FL, Inverrary
Golf & Country Club, Lauderhill, FL, and Key Biscayne Golf Club, Key Biscayne, FL. Although Borrelli has
more local experience than the top -ranked firm, the evaluation committee felt Borrelli had fewer
resources, and has completed fewer projects of similar scope. Borrelli did receive high marks in that they
have a greater local presence.
M.C. Harry Associates
M.C. Harry is a Miami -based corporation celebrating their 50th year in business. They provide
architectural and engineering services throughout south Florida. As cited in the Architectural Record, they
have completed over $800 million dollars worth of projects in Monroe, Miami -Dade, Broward, Palm
Beach, and Martin counties. Although M.C. Harry completed a number of projects, they did not have the
depth of experience nor had they completed golf course type facilities. Their work consisted mainly of
cafeterias, community centers, and educational facilities. M.C. Harry could provide the City of Miami with
good service, but the top -ranked firm is considered to be imminently more qualified.
Based on the above, the Evaluation Committee is recommending that the City of Miami enter into
negotiations with the top -ranked firm of Leo A. Daly.
