Of ELECTION RESULTS FOR THE
COCONUT GROVE
BUSINESS IMPROVEMENT DISTRICT ELECTION

I, PRISCILLA A. THOMPSON, City Clerk of the City of Miami, Florida, do hereby certify that
the necessary steps were taken pursuant to City of Miami Resolution R-08-0455 Section 11 in
connection with the conduct of the mail ballot election of the Coconut Grove Business
Improvement District Election conducted during the period of October 15, 2008 through
November 21, 2008, and a walk-in election conducted on November 21, 2008. The walk-in
election was conducted from 8:00 A.M. until 5:00 P.M. at Miami City Hall located at 3500 Pan
American Drive, Miami, Florida.
I. On July 24, 2008, the City of Miami Commission via Resolution R-08-0455 established a
special assessment district area to be known as the Coconut Grove Business Improvement
District (BID) and authorized the levy and collection of a special assessment for a period
of ten (10) years subject to the approval of a majority of affected property owners of the
BID area established by Exhibit 2 A-1 of Resolution R-08-0455, and pursuant to a mailed
ballot to be duly conducted by the City Clerk.
II. The Office of the City Clerk established the mail ballot election from October 15, 2008
through November 21, 2008, and further duly published notice of said election the week
of October 13, 2008, the week of October 27, 2008 and on Sunday November 16, 2008 in
newspapers and magazines of general circulation for the BID area.
III. On October 15, 2008, the City Clerk sent ballots via certified mail to the owners of the
264 properties listed on the Preliminary Assessment Roll attached to Resolution R-08-
0455 as Exhibit 4.
Iv. A total of 184 ballots were cast by mail or hand delivered on or before November 21,
2008, and eighteen (18) ballots were cast in -person on November 21, 2008, resulting in
an overall total of 202 ballots cast.
v. Of the 202 ballots cast, 165 ballots were cast as a YES vote, and 37 ballots were cast as a
NO vote.
VI. Sixteen (16) ballots were returned to the Office of the City Clerk unopened due to
undeliverable addresses; forty-one (41) ballots were not returned by the affected property
owners; and five (5) ballots were submitted but deemed to be invalid; as such these sixty-
two (62) "non -votes" are deemed to be NO votes.
VII. I further certify and declare that the results of the Coconut Grove Business Improvement
District Election ending at 5:00 PM November 21, 2008 are as follows:

vII. Therefore, I certify that the Coconut Grove Business Improvement District was approved
by a majority of affected property owners of the BID area.
