Waiving Competitive
Negotiation Methods
City Commission Meeting

The Department of Parks and Recreation respectfully requests your approval and action
of the Miami City Commission by a 4/5ths affirmative vote, after an advertised public
hearing ratifying, approving and confirming the City Manager's recommendation, and
finding that competitive negotiation methods are not practicable or advantageous
regarding the agreement for educational and park services described below.
The Department respectfully requests such recommendation, finding, and authorization in
order to proceed with executing an agreement with Citizens for a Better South Florida, to
award funds, in the amount of $48,952.68 to provide Community Science Workshops;
Miami Dade College in the amount of $59, 180.00 for instructional classes, college field
days and twenty-five paid internships and Thelma Gibson Health Initiative in the amount
of $50,000 for case management, individual and family therapy for Virrick Park, as a part
of the United for Peace grant funded by the Children's Trust for the 2008 - 2009 school
year.
Recommendations for the aforementioned non profits are as follows:
Citizens for a Better South Florida have designed experiential, multi-lingual education
and outreach programs for students, teachers and community organizations for over
fifteen years by providing environmental trips, curriculum development and trainings,
tree plantings, workshops, habitat restoration and community festivals. Hands-on
activities are provided for classroom and teachers based on South Florida Sunshine State
Standards as supplemental science curriculum.
Miami Dade College is one of the largest state supported institutions of higher learning in
the United States and one of the most highly regarded in the nation. Miami Dade College
has offered over 160,000 students a broad base of general education courses at eight
campuses and numerous outreach centers. Miami Dade College offers more than fifty
new degree and short-term certificate training programs.
Thelma Gibson Health Initiative has demonstrated its capacity to serve the community by
addressing the comprehensive healthcare needs and educational challenges of
underserved communities with attention to the family as a whole. They provide substance
abuse outreach, education, counseling, treatment and follow up. In addition, Thelma
Gibson Health Initiative provides case management assessments, advocacy, procurement
of benefits and services, information and referrals.
For the reasons stated above, as required by Section 18-86(3)(c) of the Code of the City
of Miami, the Department of Parks and Recreation (1) recommends the execution of the
agreements with Citizens for A Better South Florida, Miami Dade College and Thelma
Gibson Health Initiative for the 2008- 2009 contract year, which are all qualified and
have been providing said services described for several years, and (2) finds that
competitive negotiated methods are not practicable or advantageous for the provision of
the aforementioned Community Science Workshops, instructional classes, college field
days, internships, case management, individual and family therapy at Virrick Park.
