"BAYVIEW MARKET" SUBDIVISION (street and easement)
1. N.E. 17 Terrace is a short "dead end" street that does not provide
continuous public access to other public facilities or thoroughfares
and. the utility easement does not permit public access. The utility
easement contains a major storm sewer pipe serving the public
roadways located westerly of this development site, however, the
owner shall plat a new utility easement for the benefit of the City
and relocate the storm sewer pipe into this new easement at no cost
to the City.
2. The street is currently partially developed and the easement is
fenced prohibiting access by the general public or public
service/emergency vehicles.
3. The proposed subdivision requires a new platted easement for
emergency vehicle access to and through the development site.
4. The closure and vacation of the street and easement will permit a
cohesive development of the site. The development includes the
reconstruction of the roadways surrounding the site with wide
sidewalks and landscaping that promotes pedestrian circulation and
access. N.E. 17 Street is under consideration for conversion to
two-way traffic flow from the current one-way configuration which
will greatly enhance vehicular circulation and access. The two-way
conversion will require the owner to reconstruct the surrounding
roadways, including the traffic lanes and new traffic signalization,
which will benefit the general public.
The Plat and Street Committee unanimously recommends approval of this street
and easement closure and vacation request.
