WAIVER OF FORMAL BID REQUIREMENTS TO PURCHASE
ADDITIONAL CONSTRUCTION SERVICES FOR THE ANTONIO
MACEO PARK NEW COMMUNITY BUILDING PROJECT, B-60430A

The Miami City Commission will hold a Public Hearing on December 11th, 2008
beginning at 9:00 a.m. to consider whether it is in the public's best interest that the City
Commission ratify, approve and confirm the Findings of the City Manager justifying the
waiver of competitive bids and authorizing the City Manager to issue Change Order No. 1
for additional work performed for the Antonio Maceo Park New Community Building
Project (B-60430A), which could not be approved under the original JOC contract due to
delayed processing, in an amount not to exceed $117,159.35, consisting of $115,427.93
for the Job Order Contract (JOC) contractor FHP Tectonics Corp. d/b/a F.H. Paschen, S.N.
Nielsen & Associates and $1,731.42 for Gordian Group Inc.'s JOC management fee , with
funds allocated from CIP Project No. B-60430A. The additional work included and
additional scope items and work due to unforeseen conditions.
The Public Hearing will be held in conjunction with the regularly scheduled City Commission meeting of
December 11th, 2008 at:
MIAMI CITY HALL
3500 Pan American Drive
Miami, Florida
All interested persons may appear at the meeting and may be heard with respect to the proposed issue.
Should any person desire to appeal any decision of the City Commission with respect to any matter to be
considered at this meeting, that person shall ensure that a verbatim record of the proceedings is made
including all testimony and evidence upon which any appeal may be based.
In accordance with the Americans with Disabilities Act of 1990, persons needing special accommodations
