APPROVING THE CITY OF MIAMI DEPARTMENT OF COMMUNITY DEVELOPMENT'S
AFFORDABLE HOUSING INCENTIVE STRATEGIES AS RECOMMENDED BY THE
HOUSING AND COMMERCIAL LOAN COMMITTEE AS REQUIRED BY F.S. 420.9076;
AUTHORIZING THE CITY MANAGER TO EXECUTE ALL NECESSARY DOCUMENT(S)
TO IMPLEMENT SAID AFFORDABLE HOUSING INCENTIVES STRATEGIES .

Background Information:
Pursuant to Resolution No. 00-867, adopted September 28, 2000, the City Commission
approved the establishment of a Housing and Commercial Loan Committee ("HCLC") with
authority to approve certain housing and commercial loans and/or grants to be provided by
the City through various state and federal funding sources.
The authority and composition of the Housing and Commercial Loan Committee was
amended by the City Commission by Resolution 02-14, adopted January 10, 2002,
Resolution No. 03-993, adopted September 11, 2002, and Resolution 04-0156, adopted
March 11, 2004; and Ordinance No. 13030 adopted on October 16, 2008.
The HCLC serves as the City of Miami's Affordable Housing Advisory Committee ("AHAC")
as required by F.S. Chapter 420.9072.
The HCLC's role as an advisory committee is to review the established policies and
procedures, ordinances, land development regulations and the adopted local government
comprehensive plan and to recommend specific actions by F.S. 420.9076.
Effective February 21, 2008 the AHAC, in compliance with Rule 67-371.010, must approve
the affordable housing incentive strategy recommendations every three years.
On November 7, 2008, the HCLC recommended continuing the following affordable housing
incentive strategies which are currently offered by the City: Expedited permitting; Reduction
Parking and Setback requirements; Impact -Fee Deferral; Review of Legislation, Policies and
Plans that impact Affordable Housing.
The HCLC is also recommending the adoption of the following new incentives: Allow
Flexibility in Densities and Intensities; Add Height to the reduction in parking and setback
requirements, Allow the Planning and Zoning Directors to administratively approve all
affordable housing incentives.
The Administration recommends the approval of the affordable housing incentives
strategies as recommended by the HCLC.
