ENCLOSURES:
RECOMMENDATION:
It is respectfully recommended that the City Commission adopt the attached Resolution
authorizing an increase of two (2) additional members for the Housing and Commercial Loan
Committee (Loan Committee) to be appointed by the City Manager; and authorizing the Loan
Committee to act as the City of Miami's Affordable Housing Advisory Committee as required by
the State Housing Initiative Program (SHIP) Statutes.
BACKGROUND:
SHIP regulations (F.S. Chapter 420.9076) require that the governing board of a county or
municipality shall appoint the members of the Affordable Housing Advisory Committee by
resolution. The required composition of this committee is as follows:
(1) One citizen who is actively engaged in the residential home building industry in
connection with affordable housing.
(2) One citizen who is actively engaged in the banking or mortgage banking industry in
connection with affordable housing.
(3) One citizen who is a representative of those areas of labor actively engaged in home
building in connection with affordable housing.
(4) One citizen who is actively engaged as an advocate for low-income persons in connection
with affordable housing.
(5) One citizen who is actively engaged as a for -profit provider of affordable housing.
(6) One citizen who is actively engaged as a not -for -profit provider of affordable housing.
(7) One citizen who is actively engaged as a real estate professional in connection with
affordable housing.
(8) One citizen who actively serves on the local planning agency.
(9) One citizen who resides within the jurisdiction of the local governing body making the
appointments.
The Loan Committee membership structure is as follows:
• One (1) Chairperson, appointed by the Mayor,
• Three (3) members with backgrounds related to affordable housing development,
• Two (2) members with private real estate experience,
• One (1) member with private real estate lending experience,
• Two (2) members with private commercial experience,
• One (1) member with private commercial lending experience, and
• One (1) member from the City Administration, appointed by the City Manager.
In order to minimize the number of Committees assisting the City of Miami in its housing
efforts, the expansion of the membership of the Loan Committee by two additional members
with the qualifications shown below will give the Loan Committee the required representation
required by the SHIP program and will avoid the need to create another committee:
• One (1) member representative of those areas of labor actively engaged in home building
in connection with affordable housing
• One (1) member who actively serves on the local planning agency.
It is recommended that the City Commission adopt the attached Resolution authorizing the
increase in the Loan Committee membership to include two (2) additional members: one (1)
representing those areas of labor actively engaged in home building in connection with
affordable housing and one (1) who actively serves on the local planning agency. The proposed
change will allow the Loan Committee to serve as the City of Miami's Affordable Housing
Advisory Committee as required by the State Housing Initiative Program.
The proposed Resolution does not have a budgetary impact on the General Fund.
