SUBJECT: REFERENCES: ENCLOSURES: November 7, 2008 Affordable Housing Incentives FILE : BACKGROUND The City of Miami's Housing and Commercial Loan Committee ("HCLC") also serves as the Affordable Housing Advisory Committee ("AHAC") as required by F.S. Chapter 420.9072. The HCLC's role as an advisory committee is to review the established policies and procedures, ordinances, land development regulations and the adopted local government comprehensive plan and to recommend specific actions and the adoption of affordable housing incentive strategies as required by F.S. 420.9076. The following is the list of incentives for affordable housing as provided by the statute: 1. The processing of approvals of development orders or permits for affordable housing projects is expedited to a greater degree than other projects. 2. The modification of impact -fee requirements, including reductions or waiver of fees and alternative methods of fee payment. 3. The allowance of flexibility in densities. 4. The reservation of infrastructure capacity for housing for very -low-income persons, low-income persons and moderate -income persons. 5. The allowance of affordable accessory residential units in the residential zoning districts. 6. The reduction of parking and setback requirements. 7. The allowance of flexible lot configurations, including zero -lot -line configurations. 8. The modification of street requirements. 9. The establishment of a process by which a local government considers, before adoption, policies, procedures, ordinances, regulations, or plan provisions that increase the cost of housing. 10. The preparation of printed inventory of locally owned public lands suitable for affordable housing. 11. The support of development near transportation hubs and major employment centers and mixed -used developments. The advisory committee recommendations may also include other affordable housing incentives identified by the advisory committee. Affordable Housing Incentives Page 2 of 2 The City of Miami Department of Community Development currently implements the following incentive strategies for affordable housing: 1. Expedited Permitting. 2. Reduction of Parking and Setback Requirements. 3. Impact -Fee Waiver / Exemption. 4. Review of Legislation, Policies and Plans that Impact Affordable Housing. Effect February 21, 2008, the AHAC by virtue of Rule 67-317.010 must approve the local affordable housing incentive strategy recommendations every three years. DEPARTMENTAL RECOMMENDATION In compliance with Rule 67-317.010 the Department of Community Development respectfully requests the approval of the existing affordable housing incentive strategies currently implemented. The approved recommendation will be submitted to the City of Miami Commission on December 11, 2008 for affirmation or consideration, in case a new incentive is recommended.
