The nature of this item is to establish a term contract for the Grounds Maintenance Services,
Citywide, with BCLS Landscaping Group Inc., for an initial contractual period of two (2) years with
option to renew for two (2) additional one (1) year periods. Allocating funds from the various sources
of funds from the user departments, subject to availability of funds and budgetary approval at time of
need.
Background Information:
The Purchasing Department has identified a need to establish a contract for the Grounds Maintenance
Services. On September 24, 2008, the Purchasing Department issued Invitation for Bid No. 106048.
As required by the Procurement Code, the IFB was advertised and issued on-line. On November 14,
2008, at the bid opening, six (6) bidders submitted bids, and the bids were tabulated. The Invitation
for Bid listed five (5) groups by department and the method of award was based on a group by group
basis. The Purchasing Department is recommending award to BCLS Landscaping Group Inc., lowest
responsive and responsible bidder, per bid specifications. The total estimated annual amount is
$255,518.64. In comparison to the previous Grounds Maintenance Services contract whereby the City
expended an estimated amount of $191,780 during the last contractual year, this contract represents a
34% increase primarily due to the City of Miami Living Wage.
