TO: ALL PROSPECTIVE BIDDERS:
The following clarifications amend the Bid Documents of the above captioned IFB, and shall become an integral part of
the Contract Documents. Please note the contents herein and reflect same on the documents you have on hand.
There is a formula error for Group 5 for the Coconut Grove Exposition Center and Dinner Key
Marina location. All bidders are required to fully fill out the Living Wage Spreadsheet. Upon
receiving the bids by all bidders the spreadsheet will be corrected to address the formula
error. To facilitate this prpcess all bidders are encouraged to save the Living Wage
Spreadsheet on to a CD, if the bid is going to be submitted physically to the City Clerk's
Office.

TO: ALL PROSPECTIVE BIDDERS:
The following changes, additions, clarifications, and deletions amend the Bid Documents of the above captioned IFB,
and shall become an integral part of the Contract Documents. Please note the contents herein and reflect same on the
documents you have on hand.
1. A new revised Living Wage Spreadsheet, now titled "LivingWageRateSheet(GroundsMaintenance) Revised
11-6-2008.xls" has been posted. You must use the new revised spreadsheet and not the previous due to
the following reasons:
a. For Group 4, included once a year tree trimming into the task for Trimming and adjusted the
frequency.
b. For Group 5, included once a year tree trimming into the task for Trimming and adjusted the
frequency.
.c. For Group 5, the previous version of the Living Wage Spreadsheet was not calculating the "Labor Cost
Per Day" for the Tasks for Mulching and Annuals for the Coconut Grove Exposition Center; and, for
the Task for Mulching for the Dinner Key Marina.
2. Three sites, under Group 2, were not accounted for separately in the previous version of the Living Wage
Spreadsheet, even though they are individually listed in the actual bid (see lines # 2.2, 2.3, & 2.7 in the bid
document). These three sites have now been added to the revised Living Wage Spreadsheet:
a. Central District, Below 1-95 Overpass Area
b. Central District, Grapeland Heights Specialized Operations Center and perimeter
c. Miami Police Mounted Unit
3. The description of facilities for Groups 1, 2, 3, and 4 were changed to reflect the same description listed in the
bid document.

TO: ALL PROSPECTIVE BIDDERS:
The following changes, additions, clarifications, and deletions amend the Bid Documents of the above captioned IFS,
and shall become an integral part of the Contract Documents. Please note the contents herein and reflect same on the
documents you have on hand.
The following is the City's answers to questions received from prospective bidders:
01: In comparison with the current Grounds Maintenance Contract (IFB No 04-05-116) and this *rent IFB for
Grounds Maintenance Services (IFB 106048), was there a change made to the Park sites listed?
Al: Yes, three high profile I larger parks were removed and three smaller parks were added.
02: Is there a reason that Invitation for Bid 74076 Grounds Maintenance Services was not awarded?
A2: Yes, all bid responses received were considered non -responsive.
Q3: When determining what vendors to award, does the City only, look at price?
Q3: While, in an Invitation for Bid, price is an important factor the City will not solely award just on price. For a
prospective bidder to win a bid, their bid response must be the lowest (priced) responsive (bid response
conforms to the requirements contained in the bid) and responsible (bidder has the capability to perform fully
the contract requirements) bid.
Q4: Can a contractor submit letters of reference and list references of companies for whom the contractor has
performed service on residential properties? (i.e. Real Estate agents or banks that own foreclosed homes or are
pending sale)
A4: No. Pursuant to Special Condition No. 2.9, section a) and f) contractor "shall have a record of performance for a
reasonable period of time of no less than three (3) years performing similar jobs, for commercial or
government entities." Moreover, the four valid letters of reference must be from clients who own properties of
a similar nature.
Q5: Is the City content with the vendors that are under the current Grounds Maintenance contract?
A5: The City is not content with one of the two vendors under the current contract due to unsatisfactory service.
Q6: Does this bid include HVAC work?
A6: No. This bid is stricly for Grounds Maintenance Services. Please refer to Section 3.0 Specifications for details.
Q7: What is the annual budget for this contract?
A7: A spending analysis on grounds maintenance services has revealed that the City of Miami spent a total of
$256,054 in fiscal year 2006-2007.
Q8: Is there a bid tabulation or award sheet for the current Grounds Maintenance Services contract?
A8: Yes, please see attached award sheet.
Q9: Is there a map of the Orange Bowl parking lots?
A9: Yes, please see attached map
Q10: Can a copy of the pre -bid conference sign in sheet be obtained?
A10: Yes, please see attached sign in sheet.
Q11: What is the frequency of mulch required for Group 5?
Q11: Landscape beds shall be mulched quarterly.
Q12: In December of 2006 after 15 years of operating in Miami -Dade County the owners of Company A decided to
part ways. All Commercial and county contracts were retained solely by the current owner of Company B and the
current owner re -incorporated solely under Company B in January 2007. The current owner was the previous
president of Company A therefore she retained the title of president and sole owner of Company B. With all the
years of experience we have, we want to -ensure the name change does not affect our qualifications with bidding
on any of the City of Miami Contracts.
Al2: The Purchasing Department will conduct its due diligence on the ownership information of all bidders. If the
Purchasing Department can verify that the business undertook a name change and it is not a new company,
than the years of experience will not be a disqualifier.
Q13: When inputting the daily hours per position in the spread sheet, do we input the hours for each cycle or the
hours for the month? If it's monthly, the problem is that some sites require service every week in the rainy
season as opposed to the dry season which service is required twice a month. When I did a trial run, the spread
sheet did not take into account the number of cycles when it calculated the monthly overall cost. For example, I
entered one (1) daily hour for the supervisor position at $20.00 per hour plus labor burden, over tread and profit.
The spreadsheet's result for the overall cost for the month was $45.72. The result should have beew$91.44 for a
two cycle month. What happens when its four cycles in a month? Please clarify.
A13: Bidders are too closely read the specifications and understand the frequency required for the entire year for
each location listed under each Group. Based on that number, bidders should be able to figure its monthly cost
per location and provide a breakdown for each employee on the spreadsheet.
Note 1: The Contract Administrator for Group 5 has been changed as follows:

• Orange Bowl Parking Lots: From: Gregory Wright To: Yvonne Hernandez (305) 416-5967
Note 2: The specifications for Group 4 Parks and Recreation Department have been amended to reflect an additional
duty:
Tree Trimming
-The contractor shall trim all trees and palms (excluding Royal palms), once a year. Tree Trimming will include
the removal of branches encroaching on buildings or parking areas (including around parking lot light
poles), coconuts from palm trees that may pose a danger to the general public, raising of bottom canopies to a
height above 8 feet, and thinning of middle branches to achieve a clean natural appearance.
