Port Security Grant Program (PSGP)
Overview
Total Funding Available. in FY 2008:. $388.6 million
Purpose: The PSGP rovides ant funding to port areas for the protection of critical port
infrastructure from terrorism. PSGP s e p ports enhance their risk management capabilities,
domain awareness, training and exercises, and capabilities to prevent, detect, respond to, and recover
from attacks involving improvised explosive devices and other non -conventional weapons.
Eligible Applicants:
• Owners and operators of federally regulated terminals, facilities, or U.S. inspected passenger
vessels as defined in the Maritime Transportation Security Act (MTSA) 33 Code of Federal
Regulations CFR Parts 101, 104, 105, and 106
• Port authorities or other State and local agencies that provide layered security protection to
federally regulated facilities in accordance with an AMSP or a facility or vessel security plan
• Consortia of local stakeholders (such as riveroups, portsand terminal associations)
representing federally regulate pod`rfs, terminals, U.S. inspected passengervessels, orferries
that provide layered. secun protection to tedel'ally regulated facilities in accordance with an
AMSP or a facility orvessel security plan
• Group I and II Fiduciary Agents as identified in the FY 2007 PSGP Supplemental Guidelines

Under the federal Port Security Grants Program (PSGP), the Port of Miami River has
received the following funding from the Department of Homeland Security (distributed
through FEMA):
•
2002 $50,000 to the Miami River Marine Group for a Miami River port security
assessment (PSPG, Round 1)
2003 $1,006,000 to Miami River Marine Group for camera surveillance system
(PSGP; Round 2)
2004 $1,000,000 to Miami River Marine Group for terminal security improvement
(lights, fencing, cameras: PSGP, Round 3)
2005 $1,305, 670 to Miami -Dade Police and City of Miami Police marine patrols
for Port Security specialized boats (two for City marine Patrol, 2. for
County)to patrol Miami River. Included floating dock system, underwater
robot and weatherized laptops for boats (PSGP, Round 5)
2008 $2,886,495 set aside for the Miami area, which includes the Port of Miami
River and the Port of Miami, to share in developing a risk mitigation,
consequence management plan for port security (PSGP, Round 8).
Total value: $6,248,16.8
Additionally, the Army Corps of Engineers has awarded $76 million dollars in funding
(out of a total $86 million required) to dredge the Miami River for the purpose of
commerce, a port function.
