We were told that the document the Clerk's Office received on May 2, 2008 was a substitute to the PZ.1 item that was delivered on Friday, May 2nd. The same was stated at our meeting review on Tuesday. The Clerk's office will follow our normal procedure of crossing through the documents submitted as PZ.1 that hit the street with the agenda delivery and substitute it with the document delivered on Friday Marked as "Substitute PZ.1". All documents submitted into the record at the meeting will be treated as such. The Clerk and Commissioners were provided, in a White three-ring binder, with a cover page entitled "Miami Comprehensive Neighborhood Plan Goals Objectives Policies, EAR Revision May 7, 2008. The content of the binder was the item considered by CC on May 8th which is the "PAB EAR -Based amendments inclusive of Exhibit "B" (Miami River) and Exhibit "C" Planning Department's analysis and Recommendations of Goals, Objectives and Policies dated May 8, 2008 (Revised 3). It is not a substitution. The aforementioned, simply consists of corrections and inclusion of information that did not make it in the Hearing Board package dated 4-30-08, distributed earlier to the Commissioners. 2. The Clerk and Commissioners were also provided with a handout with a cover page entitled: "Planning Department Analysis and Recommendation Summary", the hand-out was entitled "Planning Department's analysis and Recommendations of Goals, Objectives,and Policies (GOPS) Summary for Discussion" dated May 8th, 2008 - a 17 page document including the cover. Maribel is in the process of loading this document into Legistar as a substitute to that which already was in Legistar when the agenda and supporting documents was made available to the public. However, per my conversation with Hearing Boards, it appears that this document does not "substitute" in its entirety what had been in the system before this time as there are a number of documents in Legistar. So, we are confused as to what we should do or name the attached substitute document. Please advise whether this document is in fact a "substitute" to prior information or part thereof, or not, as our office must clearly identify the new information to upload into Legistar and that information which had been substituted.
