This program received $550M from the Infrastructure Investment and Jobs Act (IIJA) and the City of Miami was one of 2,708 state, local, and Tribal governments eligible for a formula award. The City indicated that it would accept its $477,720 of formula funding in April 2023 via the Pre -Award Information Sheet. ORS is currently working on narrative materials to support the application. Our submittal is due April 30, 2024. The purpose of the EECBG Program is to assist eligible state, local, and tribal governments (collectively referred to as "eligible entities") in implementing strategies to: • Reduce fossil fuel emissions in a manner that is environmentally sustainable and, to the maximum extent practicable, maximizes benefits for local and regional communities; • Reduce the total energy use of the eligible entities; • Improve energy efficiency in the transportation sector, the building sector, and other appropriate sectors; • Build a clean and equitable energy economy that prioritizes disadvantaged communities and promotes equity and inclusion in workforce opportunities and deployment activities, consistent with the Justice40 Initiative. The Office of Resilience and Sustainability in coordination with the Depaituients of Resilience and Public Works and General Service Administration has developed a proposal to use grant funds to purchase electric vehicles along with their charging infrastructure. As part of this electric fleet demonstration project, a total of six (6) electric vehicles will be assigned to the Department of Resilience and Public Works and a total of one (1) electric vehicle will be assigned to the Office of Resilience and Sustainability as 8-hour vehicles. The Office of Resilience and Sustainability is currently coordinating with the Miami Parking Authority to install up to six (6) Level 2 chargers for these vehicles. We arecurrently exploring the Lot 15 location, at 200 SW lst St., Miami, FL 33130. This demonstration project will help the City better understand how electric vehicles can be utilized in operations and navigate their integration at a smaller scale in support of the City's goal to electrify the administrative fleet by 2035. As part of the EECBG Program Grant application process, the Office of Resilience and Sustainability is requesting your review and approval of the two (2) documents attached. 1. This exponential growth in EV sales has led to an unprecedented demand for technicians who are able to repair and service these vehicles and install and maintain residential and commercial charging stations. The program has been developed for adult learners pursuing training through independent study, specifically those interested in improving their technical knowledge to diagnose, service and repair high voltage EVs and install, design and maintain residential or commercial charging stations. The EV program consists of 14 modules of interactive curriculum using state-of-the-art simulation software with virtual lab/shop experiments, combined with videos, animations and real -world practical examples to reinforce the fundamental concepts of EV technology. The City of Miami will accomplish three parts of this framework: develop a fleet replacement plan which includes internal stakeholder engagement, siting planning and preliminary assessments, and installation of charging infrastructure. The city has already began to apply this blueprint by engaging with our Resilience and Public Works Department (who will be assigned 6 electric vehicles) to identify vehicle use case and type as well as clearance requirements. The Office of Resilience and Sustainability will be assigned 1 electric vehicle as well. We have also engaged with our Fleet Manager to discuss charging infrastructure and location, current City contracts to purchase EVs and training for not only the drivers of the EVs but also the mechanics who will be working on these vehicles if they require maintenance or repair. Describe how the projects(s) have been designed to ensure that it sustains benefits beyond the EECBG Program funding period As stated in our Miami Forever Carbon Neutral Plan, the city has set an objective of electrifying 40% of registered passenger vehicles compared to 2018 levels by 2035 as well as electrifying the city administrative fleet by 2035. With more EVs scheduled to arrive in the market within the next year and car companies transitioning to all -electric vehicle stocks, demand for charging infrastructure is expected to grow in the coming years. To prepare for this and to sustain the benefits of the project outlined in this EECBG Program, the city has selected a publicly accessible site for its EV charging infrastructure. Furthermore, the city will be training its maintenance mechanic staff in preparation for future EV purchases. The majority of the City of Miami qualifies as Inflation Reduction Act Disadvantaged Communities. The vehicles that we will be replacing operate citywide and therefore will reduce tailpipe emissions across the city and contribute to a reduction in air pollution in the city's disadvantaged communities. The location where the vehicles will be parked and the infrastructure installed is in a Disadvantaged Census Tract: 120860036061. As a result of this funding, the city hopes to learn more about owning and operating electric vehicles so staff will be empowered to continue to electrify the fleet and reduce emissions and air pollution citywide through our operations.
