A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
AUTHORIZING THE CITY MANAGER TO ACCEPT, ALLOCATE, AND
APPROPRIATE A FORMULA GRANT AWARD FROM THE UNITED STATES
DEPARTMENT OF ENERGY("DOE") IN AN AMOUNT NOT TO EXCEED FOUR
HUNDRED SEVENTY SEVEN THOUSAND SEVEN HUNDRED TWENTY
DOLLARS AND ZERO CENTS ($477,720.00) ("GRANT AWARD") FOR THE
ENERGY EFFICIENCY AND CONSERVATION BLOCK GRANT ("EECBG")
FOR THE PURPOSES OF SUPPORTING THE CITY'S FLEET
DEMONSTRATION PROJECT AS OUTLINED IN EXHIBIT "A," ATTACHED
AND INCORPORATED; FURTHER AUTHORIZING THE CITY MANAGER TO
NEGOTIATE AND EXECUTE, IN A FORM ACCEPTABLE TO THE CITY
ATTORNEY, ANY AND ALL NECESSARY DOCUMENTS, INCLUDING, BUT
NOT LIMITED TO, AMENDMENTS, RENEWALS. MODIFICATIONS, AND
EXTENSIONS FOR THE ACCEPTANCE, ADMINISTRATION,
IMPLEMENTATION OF, AND COMPLIANCE WITH THE GRANT AWARD, AND
PROGRAM REQUIREMENTS AND PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, the City of Miami ("City") was one of 2,708 state, local, and Tribal
governments eligible for a formula award; and
WHEREAS, in April 2023, the City indicated that it would accept its formula grant funding
not to exceed Four Hundred Seventy -Seven Thousand Seven Hundred Twenty Dollars and
Zero Cents ($477,720.00) ("Grant Award") via the Pre -Award Information Sheet; and
WHEREAS, on April 30, 2024, the City submitted a formula grant application to the
Department of Energy (DOE) for the Energy Efficiency and Conservation Block Grant
("EECBG") and was awarded one (1) grant award for the full amount mentioned above
($477,720.00) ("Grant Award"); and
WHEREAS, the EECBG Program is designed to assist states, local governments, and
Tribes in implementing strategies to reduce energy use, reduce fossil fuel emissions, and
improve energy efficiency; and
WHEREAS, the Office of Resilience and Sustainability ("ORS") in coordination with the
Departments of Resilience and Public Works and General Service Administration has
developed a proposal to use grant funds to purchase electric vehicles, along with their charging
infrastructure, and fund staff training; and
WHEREAS, ORS is currently coordinating with the Miami Parking Authority and
Department of General Services Administration on the appropriate location to install Level 2
chargers for these vehicles; and

WHEREAS, this demonstration project will help the City better understand how electric
vehicles can be utilized in operations and navigate their integration at a smaller scale in support
of the City's goal to electrify the administrative fleet by 2035 as stated in the Miami Forever
Carbon Neutral plan; and
WHEREAS, it is appropriate for the City Commission to accept, budget, allocate, and
appropriate the Grant Award, establish a Special Revenue Project, authorize the City Manager
to execute a grant agreement, and to negotiate and execute any and all other necessary
documents, including amendments, all in forms acceptable to the City Attorney, for the
acceptance, administration, and compliance with the grant agreement;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The City Manager is hereby authorized1 to accept, budget, allocate, and
appropriate the Grant Award to be utilized for the purpose stated herein.
Section 3. A new Special Revenue Project is to be established, and the Grant Award will
be appropriated as described in Attachment "A," attached, and incorporated herein.
Section 4. The City Manager is authorized' to negotiate and execute any and all
necessary documents, including but not limited to, amendments, extensions, renewals, and
modifications, all in forms acceptable to the City Attorney, for the acceptance of the Grant
Award, administration, implementation, and compliance with all applicable laws, rules, and
regulations, for said purpose.
Section 5. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.2

1 The herein authorization is further subject to compliance with all legal requirements that may be
imposed, including but not limited to those prescribed by applicable City Charter and City Code
provisions.
2 If the mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
