APPLICATION FOR SPECIAL EXCEPTION PERMIT SUBJECT TO COMPLIANCE WITH
ZONING ORDINANCE 11000 AND CITY CODE, AS AMENDED, AND ALL APPLICABLE
CRITERIA, CONSIDERATIONS AND/OR OTHER REGULATIONS.
Pursuant to Ordinance 11000, as amended, Supplement 14, the Zoning Ordinance of the City of
Miami Florida, the subject proposal for DOROTHY QUINTANA C
OMMUN1TY CENTER AT ROBERTO CLEMENTE PARK at 101 N.W. 34 STREET MIAMI,
FLORIDA, has been submitted and reviewed to allow an application for Special Exception
Permit with City Commission approval, subject to all applicable criteria;
The proposed development "DOROTHY QUINTANA COMMUNITY CENTER AT ROBERTO
CLEMENTE PARK" will be comprised of a new One Story Recreational Building Structure of
approximately 9,125 square feet of floor area. The project will re -configure 17 existing parking
spaces into 16 parking spaces due to ADA compliance, Applicant is seeking a VARIANCE
approval for 10 parking spaces shortage out of the 27 off-street parking required.
SPECIAL EXCEPTION with City Commission approval, as per Article 4, Section 4.01,
under Conditional Principal Uses of PR Parks, Recreation and Open Space, to allow the
construction of a Recreational Building Structure and said site amenities;
REQUEST, for a VARIANCE, as per, ARTICLE 19, Section 1901, ARTICLE 4, Sect.401, to
allow a relaxation of the terms of the ordinance in required off-street parking spaces,
subject to all applicable criteria;

This SPECIAL EXCEPTION PERMIT encompasses the following Special Permits and
Requests:
CLASS 11 SPECIAL PERMIT, as per ARTICLE 9, Section 927, to allow temporary structures,
occupancies, and uses reasonably necessary for construction such as construction fence,
covered walkway and if encroaching public property must be approved by other city
departments;
CLASS II SPECIAL PERMIT, as per, ARTICLE 10, Section 10.5.2, PR Parks, Recreation and
Open Space, Permanent Signs, to allow identification and directional signs;
CLASS 1 SPECIAL PERMIT, as per ARTICLE 9, Section 906.9, to allow temporary carnival,
festival, fair or similar type event on privately owned or City -owned land such as a ground
breaking ceremony;
CLASS 1 SPECIAL PERMIT, as per ARTICLE 9, Section 916,2.1, to allow parking fortemporary
special event such as ground breaking ceremonies;
CLASS I SPECIAL PERMIT, as per ARTICLE 9, Section 918.2, to allow temporary off-street
offsite parking for construction crews working on a residential project under construction;
CLASS I SPECIAL PERMIT, as per ARTICLE 9, Section 92. 1.2, to allow construction trailer(s)
and other temporary construction offices such as watchman's quarters, leasing and sales
centers;
CLASS i SPECIAL PERMIT, as per, ARTICLE 10, Section 10.5, Sub -Section 10.3,2, PR Parks,
Recreation and Open Space, Temporary Signs, to allow temporary development signs,
The following findings have been made:
• It is found that the proposed project will benefit the City of Miami with a new Recreational
Building Structure to be enjoyed by city residents and visitors at Roberto Clemente Park
providing a needed service to the community.
• It is found that the subject of this Special Exception, specifically, the approval of a new one
story recreational building of approximately 9,125 square feet is to replace the existing
recreational building of approximately 8,719 square feet, which also includes the
construction of a new utility building and the re -surfacing of the parking lot.
It is found that the new recreational center with the current site amenities are appropriate for

• It is found that a landscape plan was included as part of this petition specifying all proposed
plant materials and that it is was found in compliance.
• it is found that a variance at this same property is being requested as a companion item in
this agenda. The requested variance is in order to waive eleven (11) of the required twenty-
seven (27) parking spaces.
• it is found that all•subordinate Special Permits (Class I and Class II) to the Special Exception
have been reviewed and found in compliance.
▪ It is found that the most recent proposed plan was reviewed by the Internal Design
Committee on October 28, 2008 and the plan meets all previous conditions.
• It is found that with respect to all additional criteria as specified in Section 1305 of Zoning
Ordinance 11000, the proposal has been reviewed and found to be adequate.
• It is found that upon compliance with condition set forth below, this project will not have any
adverse impacts on the surrounding area.
Based on these findings, the Planning Department is recommending approval of the
application as presented with the following condition:
1. The Special Exception is contingent to applicant providing the required parking;
unless, the approval of the requested companion variance is granted.
