Project Title: Fairlawn Storm Sewer Improvements Project Phase III (B-50704)
Project Location:
Area bounded by SW 47th Avenue, SW 57th Avenue, West Flagler Street and SW 8th Street..
Project Background:
This The Fairlawn Storm Sewer Project Phase III is situated in a low-lying area that frequently
experiences flooding from severe storm events. The extent and duration of the flooding
problems varies from each event resulting in physical damage to private properties and public
infrastructure. This project will reduce seasonal flooding as well as providing miscellaneous
upgrades to existing road features.
Project Objectives:
• Objective 1: To provide storm sewer improvements that consists of exfiltration trenches
(also known as french drains), storm sewer pipes for gravity conveyance, new
connections to existing outfalls, manholes, catch basins, cross drains and surface
restoration. Through this design, the duration and time of flood conditions will be
reduced.
• Objective 2: This project will help to mitigate flood conditions in regional system and
complement major improvements to the South Florida Water Management's (SFWMD's)
C-4 Canal (Basin) that connects to the Biscayne Bay via the Miami River. The water
quality measures to be constructed in this project are as follows:
o Re -grade and re -sod swales,
o Impervious areas within swale areas will be replaced with sod in accordance with
City Ordinance.
o Exfiltration trenches provide treatment for runoffs from impervious surfaces.
o Desilting or cleaning of storm sewer structures and pipes to ameliorate blockages.
These features will promote water quality enhancements to the C-4 Canal, Miami River

Project Description:
The scope of the project consists of the construction of storm sewer improvements in the area
bounded by S.W. 8 Street, W. Flagler Street, S.W. 47 Avenue and S.W. 57 Avenue. The
improvements consists of exfiltration trench (french drains), storm sewer pipe for gravity
conveyance, new connections to existing outfalls, manholes, catch basins, cross drains, and
surface restoration. Note: Storm water from this project discharges to the C-4 Canal (Tamiami
Canal) which connects to the Biscayne Bay via the Miami River.

Note: 1) Construction administration costs have been included in the funding amounts listed in the table above. The FDEP
grant funding will be applied solely to the project construction.
Project Budget Narrative: CIP No. 352284 funded by the Street Bond Program Series 1
contributes to the funds needed for the construction of the project. The remaining balance of
$2,526,375 [$7,050,500 — ($4,024,125 + $500,000) _ $2,526,375] shall be funded by other
sources.
Professional Services: TY Lin, Inc. provided pre -design services and PBS&J provided design
services for this project.
Construction & Demolition: The improvements consists of exfiltration trench (french drains),
storm sewer pipe for gravity conveyance, new connections to existing outfalls, manholes, catch
basins, cross drains, and surface restoration. Note: Storm water from this project discharges to
the C-4 Canal (Tamiami Canal) which connects to the Biscayne Bay via the Miami River.

Measures of Success:
The mitigation of flood conditions in the regional system will complement the SFWMD major
improvements, reduced flood damage insurance claims and promote water quality enhancements
to the C-4 Canal (Basin) that connects to the Biscayne Bay via the Miami River.
Note that any changes to the Grant Work Plan Project Budget (of more than 10% in any line
item), scope of work, or timelines shall require Department approval and amendment to the grant
agreement.
