A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
AMENDING THE CITIZEN PARTICIPATION PLAN ("PLAN"), PREVIOUSLY
APPROVED PURSUANT TO RESOLUTION NO. 05-0681, ADOPTED NOVEMBER
21, 2005, AND SUBSTITUTING IT WITH THE PLAN, ATTACHED AND
INCORPORATED; UPDATING THE DEFINITION OF SUBSTANTIAL AND
NON -SUBSTANTIAL AMENDMENTS TO THE CONSOLIDATED AND/ OR
ANNUAL PLAN; FURTHER CLARIFYING PUBLIC HEARING REQUIREMENTS,
AND PUBLIC NOTICE COMMENT PERIOD REQUIREMENTS TO COMPLY WITH
THE CODE OF FEDERAL REGULATIONS 24 CFR 91.105.
WHEREAS, federal regulations require entitlement municipalities to adopt a Citizen
Participation Plan ("Plan") relating to grants received from the United States Department of Housing
and Urban Development; and
WHEREAS, pursuant to Resolution No 05-0681, adopted November 21, 2005, the City
Commission approved the amended Plan; and
WHEREAS, in order to comply with federal regulation 24 CFR 91.105, the Administration has
determined that further clarification in the definition of substantial and non -substantial amendments to
the Consolidated Plan and/or annual Action Plan, public hearing requirements, and public notice
comment period requirements is necessary; and
WHEREAS, these amendments provide for better understanding of the Administration's policy
regarding citizen participation;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted
by reference and incorporated as it fully set forth in this Section.
Section 2. The Plan, previously approved pursuant to Resolution No. 05-0681, adopted
November 21, 2005, is amended and substituted with the new Plan, attached and incorporated, which
further clarifies the definition of substantial and non -substantial amendments to the Consolidated Plan
and/or annual Action Plan, public hearing requirements, and public notice comment period
requirements as mandated by the Code of Federal Regulation, 24 CFR 91.105.
Section 3. This Resolution shall become effective immediately upon its adoption and signature

Footnotes:
{1} The herein authorization is further subject to compliance with all requirements that may be imposed
by the City Attorney, including but not limited to, those prescribed by applicable City Charter and Code
provisions.
{2} If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar
days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become
effective immediately upon override of the veto by the City Commission.
