Purpose of Item: AUTHORIZING THE CITY MANAGER TO EXTEND THE CONTRACT FROM SEPTEMBER 30, 2008 TO SEPTEMBER 30, 2009 BETWEEN THE CITY OF MIAMI AND ALLAPATTAH BUSINESS DEVELOPMENT AUTHORITY, INC.; AUTHORIZING THE TRANSFER OF COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS, IN THE AMOUNT OF $60,000, FROM THE CITY OF MIAMI DEPARTMENT OF COMMUNITY DEVELOPMENT HOUSING ACTIVITIES, ALLOCATING SAID FUNDS TO ALLAPATTAH BUSINESS DEVELOPMENT AUTHORITY, INC. TO PROVIDE HOUSING AND QUALITY STANDARD INSPECTION SERVICES FOR THE CITY OF MIAMI'S SECTION 8 HOUSING CHOICE VOUCHER AND MODERATE REHABILITATION PROGRAMS AND HOUSING OPPORTUNITIES FOR PERSONS WITH AIDS PROGRAM; FURTHER AUTHORIZING THE CITY MANAGER TO EXECUTE THE NECESSARY AGREEMENTS WITH SAID AGENCY, FOR SAID PURPOSE. Dire • r ChiefCity Manager Final Approvals (SIGN AND DATE) Page 1 of 1 AGENDA ITEM SUMMARY FORM CONTINUED Background Information: The City of Miami ("City") receives funding from the United States Department of Housing and Urban Development ("HUD") for its Section 8 Programs and Housing Opportunities for Persons with AIDS ("HOPWA") Program. The Section 8 Programs and HOPWA Program require that all properties, as part of the program, be inspected to meet minimum housing quality standards. The City of Miami Department of Community Development issued a Request for Qualifications and Price Proposals ("RFQ") on April 3, 2006, with a submission deadline of April 17, 2006, to solicit qualified firms to provide Housing Quality Standard ("HQS") inspection services for the Section 8 Programs and HOPWA program. Pursuant to Resolution No. 06-0650, adopted November 9, 2006, the City of Miami Commission approved the allocation of $60,000, to Allapattah Business Development Authority, Inc. ("ABDA") to provide housing quality standard inspection services for the City's Section 8 Programs and HOPWA program. Said agency entered into a contract agreement with the City on March 1, 2007, for HQS Inspection services for the period of one year with the option of extending the contract one additional year. The contract ended on September 30, 2008. ABDA successfully completed all requirements under said contract. The Administration recommends the extension of said contract end term date from September 30, 2008 to September 30, 2009. The Administration also recommends the transfer of Community Development Block Grant program funds, in the amount of $60,000 from the City of Miami, Department of Community Development Housing Activities to ABDA to provide HQS inspection services for the Section 8 Programs and HOPWA program.
