Subject: Resolution Authorizing a Change or Transfer of the Principals for the Parkview Gardens
Apartments project from the Carlisle Group VI, Limited to Carrfour Supportive Housing,
authorizing the County manager or His Designee to Execute any Necessary Agreements
RECOMMENDATION:
It is recommended that the Board of County Commissioners (BCC) approve a resolution to change
or transfer the principals for the Parkview Gardens Apartments project from the Carlisle Group VI,
Limited to Carrfour Supportive Housing. It also recommended that the BCC approve the transfer of
Surtax Mid year 2007 funding ($1,350,000) awarded to Parkview Gardens, L.P. through Resolution
R-641-07 and also keep the Surtax 2007 funding ($250,000) award accordingly. The Carlisle
Group has requested the aforementioned in the spirit of cooperation and desire to assist Carrfour
Supportive Housing, a non-profit affordable housing developer. Parkview Gardens will be
developed by Carrfour Supportive Housing. Originally, Parkview Gardens Apartments was a 40
unit Rental New Construction project. However, Carrfour was able to increase the number of units
to 60. The rental units will be set aside for very -low and low income families. Parkview Gardens
Apartments is located at 1475 N.W. 61st Street in Commission District 3. This agenda item does
not change or affect the dollar amount previously awarded by the BCC in the form of Surtax funds;
this resolution does not create a fiscal impact to the County. This item serves only to change or
transfer the principals of the development.
BACKGROUND:
The Florida Housing Finance Corporation (FHFC) approved an order granting petition of waiver of
Rule 67-21.003(14)[(B)], Rule 67-21.003(1)(A), Rule 67.48.004(14)[(B)] and Rule 67-48.004 (1)(A)
and Parts II.A.2.A. (1) and (2) of the Universal Application Instruction and for a change in the
identity of the Petitioner's developer and the petitioner's ownership structure.
This cause went for consideration and final action and was approved before the Board of Directors
of FHFC on October 26, 2007, pursuant to a Petition for Waiver of Rule 67-21.003(14)[(b)], Rule
67-21.003(1)(A), Rule 67.48.004(14)[(b)] and Rule 67-48.004 (1)(A) and Parts II.A.2.A. (1) and (2)
of the Universal Application Instruction and for a change in the identity of the Petitioner's
developer and the petitioner's ownership structure filed by Carlisle Group, VI, Ltd on September
25, 2007. Florida Housing received no comments regarding the Petition and after careful review of
the record, its Board of Directors found that:
1. During the 2006 Universal Cycle, Carlisle Group, VI, Ltd. Applied for and was awarded
Multifamily Mortgage Revenue Bonds (MMRB), State Apartment Incentive Loan (SAIL)
and noncompetitive 4% Housing Credits to finance the construction of Parkview
Gardens.

The petitioner's developer and ownership structure was granted to permit petitioner to substitute
Carrfour Supportive Housing, Inc. in place of Carlisle Group, VI Development LLC as co -Developer
and to substitute Carrfour Supportive Housing, Inc. in place of Carlisle Group VI, LLC as General
Partner (0.0049 interest) for this development.
The Board of County Commissioners awarded Carlisle Group VI, Limited $250,000 in the 2007
RFA and $1,350,000 of Surtax Mid year 2007 funds to Parkview Gardens, L.P. through resolutions
R-32-07 and R-641-07 respectively for the Parkview Gardens Apartments development. The
Carlisle Group VI, Limited has been awarded funding for the Parkview Gardens Apartments from
Florida Housing Finance Corporation (FHFC) $8 million of tax exempt bond financing, $2,890,000
of 4% tax credit and $4 million in SAIL loan. The original Request for Application binder stated
that the development will consist of 40 units and all the units will be set -aside; 6 units will be set -
aside for extremely low income families (33% of the Area Median Income) and 34 units will be set -
aside for low-income families (60% of the Area Median Income). However, as previously
mentioned Carrfour was able to increase the total number of units. The configuration of the units is

The Carlisle Group VI has not closed on its awards for its developments. Therefore, there are no interest
payments due at this current time to the County. Its current portfolio of developments consists of Amber
Garden, Villa Patricia Phase I, Villa Patricia Phase II, Royalton and St. David/Labre Place. These
developments have not started construction. The Carlisle Group VI, Limited managing partners are:

Carrfour Supportive Housing is a Florida not -for -profit corporation and its mission is to end
homeless in Miami -Dade County by developing transitional and permanent supportive housing for
individualness and families. Since 1994, Carrfour has assembled more than $70 million in funding
commitments from federal sources, private equity and financing to support the acquisition,
construction and operation of 787 supportive housing units. Carrfour is committed to providing 1000
additional supportive housing units in Miami -Dade County over the next ten years and is one of the
leading developers of supportive housing for the formerly homeless in Miami -Dade County.
Carrfour is different from other not -for -profit organizations addressing the homeless issue in that it is
both a housing developer and a service provider. Currently, Carrfour has ten developments in
operation serving approximately 795 formerly homeless families.
