Narrative
• The Work Program is for major capital improvements to the building
located at 4400 NW 2"d Avenue, where the Tarpun Bay Restaurant will be
located.
• The City of Miami is providing Community Development Block Grant
funds (CDBG) in the amount of $90,000 for equipment and furnishings.
Tarpun Bay is providing 36% in matchings funds for a total of $34,616.
Tarpun Bay's contribution will be used for interior renovations, repairs and
to upgrade and improve the building so it will be a state of the arts
professional kitchen and restaurant.
• The owner of the restaurant is using his real estate holdings to develop the
concept of a Bahamian Connection Village to connect Tarpun Bay
Restaurant to the family owned restaurant, Bahamian Connection which is
located beside Tarpun Bay. The restaurant will provide a fine dining
experience with Bahamian Cuisine and live entertainment. A pathway and
canopy will connect the two restaurants together and provide a Terrace and
outdoor seating . The Terrace will have a Barbeque / Jerk Pit, Daiquiri Bar,
Stage and Tiki Huts. The restaurant will also promote fine artists by
showcasing their art on the walls in the restaurant. The art connection is a
natural extension to the Design District and Wynwood Art District and will
attract patrons who frequent these neighborhoods because of its close
proximity.
• Regular outdoor events will be held outside on the Terrace to attract
customers and generate additional income . Reggae, Calypso and Jazz
bands will be contracted to create a following.
• Happy Hour with drink and menu specials will be featured to attract people
going home from work.
• The adjacent Bahamian Connection Restaurant will be used primarily as a
Banquet hall for .rivate functions.

• 12/12/2006 completed, Burton, Design and Development design, development
and drawings, $1,600.
• 1/18/ 2007 completed, State of Florida, Dept. of Business and Professional
Regulation, Division of Hotels and Restaurants Plan Review Application, $150.
• 4/26/07 completed, Miami Times Advertisement, $443.20.
• 1/24/08 completed, City of Miami, Tarpun Bay Advertisement, $5,440.
• 3 / 31/08, Submit to City of Miami, Department of Community Development,
Request for Approval of Equipment/furnishings to be procured with CDBG Funds
Purchase of equipment will commence upon approval of request.
• 3/31/08 to be completed, electrical work and final permit inspection, $500.
• 4/4/08 to be completed, door installation and final inspection of door, $2,500.
• 4/30/08 to be completed, tile installation, $5,000.
• 5/30/ 08 to be completed, interior painting, $3,000.
• 6/13/ 08 to be completed, Certificate of Occupancy
• 7/7/08 to by completed, installation of all equipment/ furnishings provided with
CDBG Fu ds (see Attachment 1), $84,560.

Tarpun Bay Work Program Specifications include the following:
• Design/ Development and drawings were developed by Burton Design and
Development.
• Tarpun Bay shall complete all construction and install all equipment by 7/ 7/ 08
• Work completed or to be completed includes electrical, sheet rock installation,
engineering, secure permits, environmental (DERM),water and sewer, Business
and Professional Regulation Plan Review, Survey /Elevation Certification, toilet
installation, door installation, tile installation and paint interior.
• Submit to City of Miami, Department of Community Development, Request for
Approval of Equipment/ furnishings to be procured with CDBG Funds. Purchase
of equipment will commence upon approval of request.
• Purchase equipment and furnishings with City of Miami CDBG funds. Total
budget for equipment and furnishings is $84,560.
