Subject: Health District Circulator
Purpose of Item:
To authorize the City Manager to issue a Request for Proposal (RFP) to provide vehicles,
maintenance, storage, fuel, and operations (i.e. turn -key services) for the Health District Circulator
(Trolley) service, a general public fixed -route transit service in the Health District, in accordance with
the documentation attached. Commission approval is simultaneously being sought for a Joint
Participation Agreement (JPA) with the Florida Department of Transportation (FDOT) for the State's
50% contribution to the City for the operating and maintenance costs associated with the Health
District Trolley service for a three-year period.
Background Information:
The City is seeking to select a vendor at the lowest responsive and responsible price to provide
vehicles, maintenance, storage, fuel, and operations (i.e. turn -key service) for the Health District
Trolley, a general public fixed -route transit service. The Health District Trolley will be directly
owned, managed, and funded by the City of Miami.

Background continued....
The service consists of four (4) rubber -tire circulators (trolleys) operating on a three (3)-mile route at ten
(10)-minute headways on a two-way loop throughout the Health District area. The service is intended to
operate Monday through Friday from 7 AM to 7 PM, excluding holidays.
The primary objectives of the contract for turn -key operation are:
1) To provide a safe, clean, reliable, efficient and cost-effective transit circulator (trolley) service for
employees, visitors, and residents of the Health District via linkages to 14 major institutions/facilities, 9
parking garages/lots, and a direct connection to the Civic Center Metrorail Station; and
2) To provide a green/eco-friendly fleet of trolley vehicles (with capacity for 25+/- passengers) wrapped
or painted in an attractive design and image suitable to the Health District; and
3) To provide a professional, courteous, and pleasant transit experience for each passenger.
The system will have a goal of approximately 200,000 passenger trips annually.
